Springs At Lockport Apartment Units Discussed By City Council

The development will go in front of the council for approval and a public hearing in September.

LOCKPORT, IL — At its Wednesday committee of the whole meeting, the Lockport City Council discussed plans for a 320-unit apartment community called Springs at Lockport.

Nothing was approved at Wednesday's meeting, but annexation agreements, rezoning, and a special use permit for the development were discussed.

A concept plan for a 280-unit apartment community was approved in 2022. The concept plan has been modified, and the four buildings will now be 3-story structures, instead of 2-story. This lets an additional 40 units be added to the plans.

The property would be located at the northeast corner of Adelmann Drive and 159th Street.

City Attorney Sonni Choi Williams said the amended annexation agreement requires the developer to resurface Adelmann Road north of 159th, and pay a share of the cost for future installation of a traffic signal, if needed.

Director of Community and Economic Development Lance Thies said the developer went to "extraordinary lengths" to resolve property ownership issues.

"The building elevations are also in conformance with the City's design standards," Thies said, adding that parking and a landscape plan are also in conformance.

Amentities for the community also include a clubhouse, pool, mail kiosk, car care area, pet wash station, fenced pet playground, picnic areas, fire pit and storage lockers, according to council documents.

"I know that this project has been going on for quite some time," Jen Patton, a representative from the developer, Continental Properties, said. She thanked the City staff for their patience and assistance.

"We've gone through quite a few hurdles to get this project to where it's at today," she added.
