Police said the 52-year-old blew a stop sign on his e-bike before crashing into the ramp of a box truck.
An employee told police he was outside the gas station, letting customers know that pumps were unusable during a power outage, when a man approached and said, "I have a gun. Give me the money or I'll shoot you."
Police said the driver hit the gas instead of the brake before striking the business.
