He's Become Joliet's Most Arrested Man

JOLIET, IL - If you work at the Will County Courthouse, the Joliet Police Department or the Joliet Housing Authority, there's a high probability you have encountered Charles C. Holmes junior on numerous occasions in recent years. The 38-year-old Joliet man has the distinction of being the most arrested man in the city of Joliet.

Around Joliet, police and business establishments know him as "Charles." However, a lot of his friends on the street know him as "Chuck."

On Thursday afternoon, for the first time this year, Holmes was booked into the Will County Jail. Joliet Police picked Holmes up for three of his criminal cases from 2018: offenses from last May, last October and last December. Holmes had failed to appear in court so a bench warrant was issued and he's now being held without bail, according to court records.

Last year, Holmes was a defendant in 16 separate criminal cases at the Will County Courthouse. In 2016, he had 11 separate criminal cases. During a good portion of 2017, Holmes was incarcerated for an October 2016 burglary and criminal property damage case. Under a plea bargain, he was given good time credit for 314 days in jail, court records indicate.

Back in December 2017, Holmes was the subject of a standalone crime article in the Joliet Patch. Patch reported that Joliet Police arrested Holmes after he was told to a leave a 61-year-old friend's house in the 1300 block of North Broadway Street after a night of heavy drinking. Police say that when Holmes went outside, he found a large brick on the ground and threw it through the man's window. At the time of that arrest, Holmes was staying at the Daybreak Shelter.

Joliet Housing Authority Commissioner Bob Hernandez said he was performing a building walk through at the 311 N. Ottawa St. high-rise last month when Holmes was found by Joliet Police hiding inside a tenant's bathroom. That tenant is now in the process of being evicted, because she lied to the police, claiming she did not know anybody named Charles and that he was not in her apartment, when in fact, he was, Hernandez said.

Joliet Housing Authority has had several instances where Holmes, who is banned from the property, continues to loiter and trespass at the downtown Joliet building, Hernandez said. Oftentimes, employees find cigarette butts and empty liquor bottles that belonged to Holmes, who often hides in the stairwell or is allowed into the building by other tenants, Hernandez said.

At the time of his latest arrest, last Thursday, Feb. 14, the Will County Jail listed Holmes' address as being in the 200 block of Morgan Street, in the St. Pat's area. Court records indicate that Holmes is single and unemployed.

Here's a rundown of several Holmes' criminal cases from the Will County Courthouse from 2018. Patch obtained the following information from the criminal complaint files.

Dec. 12, 2018: Offense: Criminal trespass to real property, filed Feb. 7, 2019 by Joliet Police.

Complaint: Holmes "knowingly entered … Walgreens at or near 358 East Cass Street, Joliet … after receiving, prior to entry, notice from an agent or owner that such entry is forbidden."

Nov. 13, 2018, Offense: Walking improperly on roadway.

At 6:44 p.m. Joliet Police arrested Holmes for walking in the street, northbound on Ottawa Street at Jefferson Street, which is near the Harrah's Hotel & Casino property.

Nov. 1-13, 2018, Holmes was incarcerated in the Will County Jail related to two of his May 2018 charges, DUI and transporting open alcohol as the driver.

Aug. 28 to Sept. 6, 2018 Holmes was incarcerated in the Will County Jail related to his 2018 offenses and a total of 19 different charges dating back to 2017 and 2016.

June 23 to Aug. 11, 2018, Holmes was incarcerated in the Will County Jail related to his slew of 2018 offenses and a total of 16 different charges dating back to 2017 and 2016.

June 14, 2018, Offenses: criminal trespass to real property and assault, complaint filed by Joliet Police on July 24 states that "said defendant knowingly and without lawful authority, entered into a building of Michael Petry, located at 20 East Cass Street, Joliet." The assault charge states that "said defendant, without lawful authority, knowingly stated, 'I'll kick your ass' while within close distance to Michael Petry, thereby placing Michael Petry in reasonable apprehension of receiving a battery."

Petry is a downtown Joliet real estate investor who owns several downtown properties.

May 16-June 1, 2018, Holmes was incarcerated in the Will County Jail related to his 2018 offenses as well as charges from Dec. 6, 2017, Nov. 13, 2017, April 19, 2016, April 7, 2016 and March 3, 2016.

May 16, 2018, Offense: criminal trespass to real property, complaint filed by Joliet Police on June 21 states "that said defendant knowingly entered upon the land of another, Joliet Housing Authority, at or near 102 Stryker, Joliet, after receiving, prior to such entry, notice from the Joliet Housing Authority that such entry is forbidden."

May 7, 2018, Offenses: Transportation or possession of open alcohol by driver, DUI alcohol- first or second offense.

Holmes was arrested at 6:17 p.m. at the Walmart on West Jefferson Street. He was driving a blue 2017 Ford Fusion.

April 21, 2018, Offense: Criminal trespass to real property, complaint filed by Joliet Police on May 29. "Said defendant knowingly entered upon the land of another, Walgreens, at or near 358 East Cass Street, Joliet, after receiving, prior to such entry, notice from the occupant that such entry is forbidden."

Feb. 27, 2018, Offense: Criminal trespass to real property, complaint filed by Joliet Police on April 12. "Said defendant knowingly entered upon the land of another, Gulf Gas Station, at or near 334 Collins Street, Joliet, after receiving, prior to such entry, notice from the owner that such entry is forbidden."

Feb. 24, 2018, Offense: Criminal trespass to vehicles, complaint by Joliet Police filed on April 5. Besides Holmes, another person, Joshua Fase, was listed as a co-defendant. Fase, now 19, listed his address as the Daybreak Shelter at 611 E. Cass St. The charge states that "said defendant knowingly and without authority, entered any part of a vehicle of (belonging to a woman) being a black Chevrolet."

Feb. 22, 2018, Offenses: Aggravated assault and criminal trespass to real property, complaint filed March 20 by Joliet Police states: "said defendant … knowingly used a weapon … a knife, in that he, without lawful authority, knowingly pulled out a knife after being asked to leave Walgreens, thereby placing (the Walgreens employee) in reasonable apprehension of receiving a battery."

The criminal trespass charge states that Holmes "knowingly entered upon the land of another, Walgreen's, at or near 358 E. Cass Street, Joliet, after receiving, prior to such entry, notice from the occupant, that such entry is forbidden."

Jan. 23, 2018, Offense: Criminal trespass to real property, complaint filed by Joliet Police on Feb. 27 states: "said defendant knowingly entered upon the land of another, Joliet Housing Authority, at or near 2200 Oneida, Joliet, after receiving, prior to such entry, notice from Joliet Housing Authority, that such entry is forbidden."

Jan. 5, 2018, Offense: Criminal trespass to real property, complaint filed by Joliet Police on Feb. 6 states: "that said defendant knowingly entered upon the land or any part thereof of Evergreen Terrace, at or near 316 N. Bluff Street, Joliet, after receiving, prior to such entry, notice from Evergreen Terrace, that such entry is forbidden."
