Chicago Man Admits Drinking, Using Phone Before Crash: Blotter
911 calls of men banging on cars, slumped over the wheel lead to child endangerment charges: Lake Forest-Lake Bluff Police Blotters

LAKE FOREST-LAKE BLUFF, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
INCIDENTS
On the morning of Dec. 15, multiple car burglaries were reported on Scott Street, Griffin Road, Ravine Park Drive and Illinois Road. Various items were stolen from vehicles, and in one case a garage door opener was used to get into a resident's garage.
Around 7:30 a.m. on Jan. 8, Lake Forest police were dispatched to a report of two car burglaries in the 1300 block of Fiore Drive and a car stolen from the 500 block of Longwood Drive. In both cases, the cars had been left parked in driveways unlocked overnight. Someone stole a purse containing a license, credit cards, cash and a garage door opener from one of the two cars burglarized on Fiore Drive. On Longwood Drive, a 2015 BMW SUV was stolen after its key fob was left inside.

Lake Forest police later said the stolen SUV was recovered by Chicago police after a Jan. 14 police chase and a crash on Lake Shore Drive. Those inside were arrested and found to be in possession of guns and drugs, according to police.
ARRESTS
Jesus Montoya, 32, of the 800 block of Lenox Avenue, Waukegan, was arrested shortly after 11 p.m. on Nov. 20 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or more following a traffic stop by Highland Park police near the intersection of Route 41 and Rockland Road. Following field sobriety tests, police reported Montoya produced a breath sample indicating he had more than two and a half times the legal limit of alcohol in his system. He was also issued an improper lane usage citation.

Harry Jomar Rodriguez Feliciano, 23, of the 600 block of Russell Avenue, Winthrop Harbor, was arrested around 12:30 a.m. on Nov. 23 and charged with driving under the influence of a combination of alcohol and drugs after police reported finding him drifting between lanes and the shoulder on northbound Route 41. He was also issued citations for improper lane usage, possession of less than 10 grams of cannabis and illegal transportation of an open container of alcohol by a driver. Rodriguez Feliciano smelled of booze and had a green leafy substance on his shirt, police said. Officers reported finding they found 2 grams of marijuana and a pair of open-canned cocktails.
Cynthia M. Hattendorf, 26, of the 200 block of Winnsboro Court, Schaumburg, was arrested around 6:15 p.m. on Dec. 5 near Sheridan Road and Ravine Forest Drive and charged with driving under the influence of alcohol. Police said dispatchers received two calls about an SUV driving on its rim with no headlights. An officer reported finding Hattendorf outside the car, which had its hazard lights on and its engine running. There was a large open can of Budweiser and Clamato Chelada in the center console, and she smelled of alcohol, stumbled, fell and told an officer she thought she was in Warrenville, police reported. Hattendorf declined to provide a breath sample before being issued citations for illegal transportation of alcohol, driving with one headlight, use of unsafe tires and operating an uninsured motor vehicle.
Jenny Thosychangh, 32, of the 2600 block of Amber Creek Drive in Douglasville, Georgia, was arrested around 10:45 p.m. on Dec. 10 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater after officers investigated a call about a Dodge with Georgia plates weaving on northbound Route 41. Police found the car on the shoulder near Gage Lane with a flat tire, a damaged rim and its hazard lights on. Police reported Thosychangh admitted drinking before driving and produced a sample indicating a breath alcohol concentration of nearly twice the legal limit.
Roberto Latrey Singleton, 44, of the 700 block of Thornapple Lane, Vernon Hills, was arrested around 11:15 p.m. on Dec. 12 in the 100 block of East Scranton Avenue and charged with driving under the influence of alcohol after police were called for a report of an intoxicated person about to drive away in a pickup truck. Singleton, who declined to provide a breath sample, told officers he had not been driving the truck and that it was not on at the time, police reported.
Axel Diaz-Flores, 23, of the 3200 block of Susan Circle, Park City, was arrested around 5:45 a.m. on Dec. 14 and charged with driving under the influence of alcohol following a traffic stop at Route 41 and Deerpath Road. Officers had gotten a 911 call about an erratic driver and found Diaz-Flores in a car matching the description, police said. Police reported Diaz-Flores smelled of alcohol, admitted to drinking and refused to provide a breath sample. He was also issued an improper lane usage citation.
Christian J. Diaz, 20, of the 800 block of Washington Street, Waukegan, was arrested around 4:30 p.m. on Dec. 16 and charged with driving under the influence of drugs, child endangerment and driving without a valid license. Police reported getting a 911 call about a man slumped over the wheel of a car in traffic at the intersection of Route 43 and Route 60. There was a 1-year-old girl in the car at the time, and Diaz admitted smoking cannabis before picking up the child, police reported.
Jeffrey M. Evans, 50, of the 1200 block of South Estate Lane, Lake Forest, turned himself in to the Lake County sheriff's office on Dec. 28 to face charges of burglary, theft and theft with a prior conviction. Police said he was identified as the person who stole 33 chairs from a garage in the 900 block of Western Avenue. Read more...
Michael M. Henley, 53, of the 5700 block of South Kenwood Avenue, Chicago, was arrested around 6:15 p.m. on Dec. 26 and charged with driving under the influence of alcohol and DUI with a breath alcohol concentration of 0.08 or greater after police investigated a two-car traffic crash at the intersection of Route 41 and Old Elm Road. There were a pair of open beer cans in the center console, officers smelled alcohol on Henley and he admitted drinking and using his cellphone at the time of the crash, police reported. He later produced a breath sample indicating he had nearly three times the legal limit of alcohol in his system, police said. Officers also issued him citations for operating a vehicle while using an electronic device and illegal transportation of an open container of alcohol by a driver.
Salvatore Dispena, 51, of the 3800 block of Sheridan Road, Beach Park, was arrested around 1 a.m. on Dec. 21 and charged with aggravated DUI, driving under the influence of alcohol, obstructing identification and driving with a suspended license following a traffic stop on Route 41 at Gage Lane. Officers smelled alcohol on his breath and learned his license had been suspended in connection with a previous DUI arrest, police reported. Dispena was also issued a citation for operating an uninsured motor vehicle.
Sage Lawrence, 22, of the 300 block of Noble Lane, Lake Forest, was arrested around noon on Jan. 8 and charged with unlawful possession with intent to deliver, unlawful possession of a controlled substance and unlawful possession of cannabis after police executed a search warrant at his home. Police said they found felony amount of psilocybin mushrooms and cannabis while investigating the sales of contraband to Lake Forest High School students. Lourdes L. Toro, 33, of the 39000 block of North Ogden Lane, Beach Park, was arrested around 9 p.m. on Jan. 18 in the area of Route 41 and Route 60 and charged with driving under the influence of alcohol. Multiple people called 911 to report a man was running in the road and banging on cars, police reported. When officers found him, the man told them Toro had driven away with their two children, and police later determined she had been driving while intoxicated, police reported.
Antoine E. Mack, 42, of the 8300 block of Keating Street, Skokie, was arrested around 7 p.m. on Jan. 20 near Route 41 and Route 60 and charged with driving under the influence of alcohol and driving with a revoked license after police reported getting a call of what appeared to be a dispute outside a car parked in the shoulder of the road. Officers determined no battery had taken place but Mack was intoxicated, police reported. Mack was also issued a citation for illegal possession of cannabis in a vehicle.
Emily J. Mivshek, 19, of the 1700 block of North Frolic Avenue, Waukegan, was arrested on Jan. 22 at the Lake Forest Police Department and charged with felony theft after police investigated a report that a caregiver had stolen more than $1,000 worth of items from a home in the 900 block of James Court.
