Driver Strips Naked, Lies Down During Traffic Stop In Lake Forest: Blotter
Wisconsin man brandishes gun during road rage incident; DUI driver recalls drinking but doesn't remember crash: Lake Forest Police Blotter

LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS/CITATIONS
Matthew C. Dugan, 25, of the 2300 block of North Lincoln Park Avenue, Chicago, was arrested around 12:30 a.m. on July 25 and charged with driving under the influence of alcohol following a traffic stop at McKinley Road and Park Avenue. The officer reported he smelled as if he had been drinking and was spotted committing lane violations while driving a Range Rover SUV. He was also issued citations for failure to signal, improper lane usage and illegal transportation of alcohol by a driver.
Twelve minors were issued citations for consuming alcohol after officers dispatched a 911 call about underage drinking at a vacant home in the 1200 block of South Wilson Drive around 1 a.m. on July 28 found about 30 people there. Spotting no furniture but many beer cans and other alcoholic beverage scattered around the house, police initially believed the people were trespassing but determined that an 18-year-old related to the homeowner was responsible for the party. He was issued a citation for social hosting as well as minor consumption of alcohol. The homeowner later arrived and told police the house was set to be sold the next day.

Thomas G. Pollard, 21, of the 400 block of King Muir Road, Lake Forest, was arrested around 10:34 p.m. on July 30 at his home on an outstanding arrest warrant stemming from a charge of felony criminal damage to property. Police said Pollard was identified as the man who threw a wine bottle through the window of a Basswood Road home on June 25.

Donshai T. Calahan, 39, of the 5350 block of David Court, Gurnee, was arrested around 11 p.m. on July 30 and charged with driving under the influence of alcohol and reckless driving after officers were dispatched to the scene of a one-car crash on northbound Route 41 near Westleigh Road. Police found a white Mercedes sedan with two people inside that had crashed. Calahan was criminally charged after he was released from the hospital and issued citations for operating an uninsured motor vehicle, disregarding a traffic light, improper lane usage and improper passing on the shoulder.

Ryan Helgeland, 29, of the 1100 block of Museum Boulevard, Vernon Hills, was arrested around 1:45 a.m. on Aug. 7 and charged with driving under the influence of alcohol following a traffic stop on Waukegan Road near Gage Road. Police reported an officer noticed an open beer in the center console and Helgeland admitted drinking "several beers" before driving. He was arrested following field sobriety tests and also issued a speeding ticket.
Antonio Shaw, 58, of the 2000 block of Madison Avenue, Gurnee, was arrested around 3 a.m. on Aug. 8 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop on Route 41. Officers were dispatched to a call of a Chrysler swerving all over the northbound lanes. Shaw admitted drinking before driving and a search of the car turned up a red plastic cup containing alcohol in the center console. Shaw produced a breath sample indicating his breath alcohol concentration was nearly twice the legal limit. Officers also issued him a citation for illegal transportation of alcohol by a driver.
Alphonse Sherrod, 23, of the 1800 block of South Millard Avenue, Chicago, was arrested around 6 p.m. on Aug. 28 and charged with possession of a stolen motor vehicle and no valid driver's license following an investigation into a one-car crash in the 1700 block of Everett Road. Officers determined he was driving a Chevy Malibu that had been reported stolen from North Chicago.
Derwin L. Johnson, 40, of the 600 block of North Butrick Street, Waukegan, was arrested around 8 p.m. on Sept. 3 and charged with driving under the influence of alcohol following an encounter with police. Officers dispatched to a call about an older Mercedes driving around Lake Forest High School. Police tried to pull over the car near McKinley Road and Sunset Place but it turned onto Sunset Place, jumped the curb and headed into a driveway. Police reported Johnson got out and started walking around the car, ignoring the officer's commands. He then stripped naked and laid down on the ground. Police took him to Lake Forest Hospital for evaluation but he refused treatment. He was charged with driving under the influence and driving without a license and issued citations for operating an uninsured motor vehicle and improper lane usage after he was released back into police custody. Court records indicate he is currently on probation that forbids him from consuming drugs or alcohol following a domestic battery conviction.
Victor Vargas-Moreno, 25, of the 300 block of Grove Avenue, Highwood, was arrested around 2 a.m. on Sept. 4 and charged with driving under the influence and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following a traffic stop near Sheridan and Vattman roads. Officers said he admitted to drinking "a few" beers before driving and produced a breath sample indicating he had a BAC of 0.146. Officers also issued him citations for speeding and an improper turn.
Andre P. Peden-Jones, 22, of the 39700 block of Waterloo Drive, Beach Park, was arrested around 4:45 a.m. on Sept. 4 and charged with driving under the influence and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater following an investigation of a one-car traffic crash near Route 41 and Deerpath Road. Police reported Peden-Jones was unable to explain how the crash had happened but did remember having two beers in Chicago before driving. After being taken into custody, he produced a breath sample at the station indicating his BAC was 0.115. He was also issued citations for improper lane usage and expired registration.
Jacob D. Glendenning, 25, of the 200 block of Fir Street in Sussex, Wisconsin, was arrested around 5 p.m. on Sept. 10 and charged with unlawful use of a weapon after officers were dispatched to Route 41 for a report of a road rage incident. Police reported Glendenning admitted he had pulled out a handgun and pointed it toward the driver's side window. A handgun was visible in plain view in his car's open glove compartment.
Bernaldino Vara, 47, of the 2300 block of 9th Parkway, Waukegan, was arrested around 1:30 a.m. on Sept. 12 and charged with two counts of aggravated driving under the influence, one count of misdemeanor DUI, driving without a breath alcohol ignition interlock device, or BAIID, following a traffic stop on Route 41. Police reported that he climbed into the back seat of the car as the officer approached the vehicle, and he admitted it was because he did not want to be caught driving because his license was suspended due to a recent DUI arrest. He was also issued citations for open transportation of alcohol and speeding.
