Two Guns Stolen; Car Thief Caught By Neighboring Agency: Blotter

Drunk drivers discovered asleep behind the wheel, crashed into field, weaving all over the road: Lake Forest-Lake Bluff Police Blotters

LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

INCIDENTS

GUNS/CARS STOLEN

  • On July 10, police were called to the 1800 block of Knollwood Road on for a call of a car burglary. The car's owner told police someone stole a purse from inside an unlocked Land Rover, and a witness told police they saw someone enter another car in the area and take off in a silver Dodge pickup with tinted windows. The purse had a key fob, wallet, checks, credit cards and headphones inside. Officers learned an unlocked Ford pickup had also been burglarized, with a backpack stolen. That backpack had an iPad, wallet, keys and a Glock semiautomatic pistol.
  • On July 15, police got seven calls about car burglaries at unspecified locations on or around Old Elm, Ridge and Waukegan roads. Police were told someone stole two unlocked cars from the 1000 block of Highland Avenue after the keys were left inside. A Glock semiautomatic handgun was reported stolen along with the Mercedes and Dodge, which was later found abandoned in Calumet City.

Lake Forest police reminded residents to lock their cars and remove all valuables — including firearms — from inside.

ARRESTS

Bjoern Elsasser, of the 500 block of East North Avenue, Chicago, was arrested around 6:45 p.m. on July 5 in the area of East Center Avenue and Moffett Road and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater. He was also cited by Lake Bluff police for improper parking on the roadway and operating an uninsured motor vehicle after officers reported he was asleep behind the wheel and unable to unlock his phone and had trouble donning a face covering. Police reported he later produced a breath sample indicating he had more than two and a half times the legal limit of alcohol.

Emmanuel Mendoza, 25, of the 3100 block of North Linder Avenue, Chicago, was arrested around 9:30 p.m. on July 5 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after police were got a call of two men sleeping in a car outside a business on Route 41 at Old Elm Road. Officers reported finding a Hyundai with the engine running, the lights on, a door open and music blaring. Mendoza was sleeping the driver's seat with his head against the headrest. Following field sobriety tests, Mendoza produced a breath sample indicating he had more than twice the legal limit of alcohol in his system. Mendoza was also issued a citation for illegal transportation of an open container of alcohol after officer reporting noticing an open beer in the center console and a six-pack on the floorboard.

Quynh Nguyen, 58, of the 6900 block of North Kilbourne Avenue, Lincolnwood, was arrested around 4:45 p.m. on July 13 following a traffic stop on Route 41 and charged with driving under the influence of alcohol. Police reported getting a 911 call about a Lexus SUV driving erratically. Officers found the car, smelled alcohol on Nguyen, its driver, and arrested him following field sobriety tests. Officers also cited him for no vehicle insurance.

Maximillian E. Steiner, 29, of the 300 block of South Northwest Highway, Park Ridge, was arrested around 5:30 a.m. on July 15 in the area of Inverleith and Greenvale roads and charged with aggravated driving under the influence of alcohol due to his license being suspended from a previous DUI arrest, driving under the influence of alcohol and driving with a suspended license after police reported finding him asleep behind the wheel of a running car. When officers woke him up, they determined he was impaired and did not have a valid license.

Destiny C. Burgin, 24, of the 100 block of Sidney Street East in Saint Paul, Minnesota, was arrested around 1 a.m. on July 19 in the area of Route 41 and Gage Lane and charged with driving under the influence of drugs and child endangerment. She was also cited for unlawful possession of cannabis by a driver after officers reported pulling over a Chevrolet because it had no license plates and finding two children under the age of three and a strong smell of cannabis.

Samuel M. Anderson, 30, of the 2100 block of Gabriel Avenue, Zion, and two 15-year-old Zion boys were arrested around 3 a.m. on July 26 after police noticed a car parked at Maywood Road and Highview Terrace. When officers questioned what they were doing at that time on a residential block, the stories provided by the two teens and adult did not match, police said. A search found multiple cars burglarized in nine locations the area and one of the 15-year-old had a credit card that belonged to a resident who reported having his unlocked cars burglarized. Anderson was charged with contributing to the delinquency of a minor and the two minors were petitioned delinquent on charges of burglary to a motor vehicle and possession of stolen property.

Juan D. Sauceda-Rios, 25, of the 2400 block of North Hamilton Avenue, Chicago, was arrested around noon on July 28 and charged with driving under the influence of alcohol, DUI with a BAC of 0.08 or above and driving without a valid license following a traffic stop on Route 41 at Route 60. Officers reported pulling over a speeding SUV and finding the driver, Sauceda-Rios, smelled of alcohol. Police said he provided a breath sample indicating he was above the legal limit for alcohol intoxication.

Andres Rodriguez, 45, of the 500 block of North Frolic Avenue, Waukegan, was arrested around 9 p.m. on July 30 and charged with driving under the influence of alcohol following a traffic stop in the area of Sheridan and Anderson roads. Police reported getting a call about a white van that almost struck another car while driving into oncoming traffic. After seeing the driver swerve and hit the curb and conducting sobriety tests, officers arrested Rodriduez, the driver.

Javiar Gutierrez, 35, of the 2800 block of Wallace Avenue, North Chicago, was arrested around 8:30 p.m. on Aug. 1 and charged with DUI after officers were called to a traffic crash at Route 41 and Route 60. Police reported Gutierrez, who admitted drinking four beers before driving and refused to submit to sobriety tests, drove off the road and about 50 feet into a grass field.

Colin P. Finucane, 34, of the 500 block of South Chestnut Street in Burlington, Wisconsin, was arrested around 11:30 p.m. on Aug. 2 and charged with driving under the influence of alcohol and DUI with a BAC of 0.08 or greater after officers were called to a traffic complaint about a Dodge pickup. After pulling him over on Route 41, police reported he appeared drunk, produced a breath sample indicating he had more than twice the legal level of alcohol in his system and admitted drinking between six and 10 beers before driving.

Jamar Moore, 33, of the 6100 block of South Bishop Street, Chicago, was arrested around 3 p.m. on Aug. 4 and charged with aggravated unlawful possession of a stolen motor vehicle, felony theft of more than $10,000 and driving with a revoked license. Employees of a lawn services company reported someone stole a truck and trailer from the 600 block of Burton Drive, and Highland Park police later spotted the truck headed south on Clavey Road. Police reported Moore, the driver, ran away after a traffic stop but was found hiding in some nearby weeds.
