LAKE FOREST-LAKE BLUFF, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

INCIDENTS

FLEEING CAR BURGLARY SUSPECTS

Around 3:30 a.m. on Feb. 8, a resident near Buena and Valley roads called 911 to report three unidentified men or boys walking in their driveway and trying to get into parked cars. One had donned a ski mask and the other two were wearing hoodies.

Officers arrived within minutes, and one noticed a white SUV and a black sedan speeding out of the Ponds subdivision west on Westleigh Road before turning south on Route 41.

Police found multiple unlocked cars that had been ransacked from Buena and Valley roads as well as Sandpiper and Mallard lanes.

Officers later learned someone stole a Mercedes from a home on Valley Road and have tracked the white SUV going to multiple houses and three or four thieves trying to get into cars and garages using remote openers.

ARRESTS

Tiffany J. Stout, 38, of the 15900 block of Wadsworth Road, Wadsworth, was arrested around 11 p.m. on Feb. 3 in the 1300 block of North Western Avenue and charged with battery.

Auburney Renee Lizana, 29, of the 1600 block of Henry Place, Waukegan, was arrested around 4:45 p.m. on Feb. 10 and charged with driving under the influence of drugs, driving with a suspended license and unlawful possession of cannabis following a traffic stop on Route 41. She was also issued citations for driving an uninsured motor vehicle after police noticed her registration was suspended and smelled marijuana in the car.

Alexander J. Ruggles, 28, of the 100 block of Washington Circle, Lake Forest, was arrested around 2 a.m. on Feb. 14 in the 500 block of North Washington Avenue and charged with driving under the influence of alcohol. Police said they witnessed him exit the driver's side door of his SUV and get back into the driver's seat before he produced a sample indicating a breath alcohol content of twice the legal limit for driving.

Jonas N. Williamson, 18, of the 6800 block of South Perry Avenue, was arrested around 3 p.m. on Feb. 14 and charged with retail theft after police said he admitted to stealing two gallons of antifreeze from the Shell gas station, 193 E. Deerpath Road.

Joey Gonzalez, 22, of the 300 block of Maple Lane, Round Lake, was arrested around 3:30 a.m. on Feb. 23 on Route 41 and charged with possession of ammunition by a felon, driving without a license, misdemeanor excessive speeding and reckless driving after officers pulled him over going 122 mph in a 55 mph zone.

Maria D. Rodriguez, 61, of the 200 block of North Butrick Street, Waukegan, was arrested around 12:45 a.m. on Feb. 29 and charged with driving under the influence of alcohol following a traffic stop on Route 41 and Westleigh Road. Police said she was driving on the wrong side of the road and had a half-full bottle of tequila on the front passenger floorboard.

Kevin R. Thomsen, 33, of the 400 block of Tyler Court, Vernon Hills, was arrested around 7 p.m. on March 10 on a pair of Lake County warrants stemming from a shoplifting charge. He was also charged with possession of a controlled substance and driving with a suspended license after police said they found him with Xanax and crystal meth. Officers pulled him over around Route 41 and Route 60 after getting 911 calls about his driving. Thomsen was also cited for no vehicle insurance and use of a cell phone while driving.

Huge Flores Jr., 22, of the 300 block of North Martin Luther King Jr. Avenue, Waukegan, was arrested around 4 a.m. on March 13 outside Lake Forest High School, 1285 N. McKinley Ave. on a Lake County warrant and charged with disorderly conduct, possession of between 30 and 500 grams of cannabis with intent to deliver and possession of more than 100 grams of cannabis and unlawful possession of cannabis by a driver. Police said they got a call that he had been following a woman from Waukegan when she pulled in front of the school and called 911. A search turned up various cannabis products in Flores' car, police said.

Dario X. Lema, 30, of the 300 block of May Street, Waukegan, was arrested around 9:30 pm. on March 13 and charged with driving under the influence of alcohol. He was also charged with illegal transportation of an open container of alcohol after officers found him asleep behind the wheel while parked on the shoulder of Route 41 at Deerpath with his engine running and his hazard lights on. Police reported finding an open beer in the center console and a partial 12-pack on the passenger floorboard.

Sharad A. Chib, 49, of the 2000 block of North Hoyne Avenue, was arrested around 10 p.m. on March 13 and charged with driving under the influence of alcohol and unlawful possession of cannabis following an investigation into a two-car crash at Route 41 and Westleigh Road. Chib, who was also issued a citation for failure to reduce sped to avoid a crash, produced a sample indicating his breath alcohol concentration was nearly twice the legal limit.

Emmanuel M. Udoh, 42, of the 300 block of Scott Street, Lake Forest, was arrested around 11:45 p.m. on March 16 and charged with driving under the influence of drugs, fleeing and eluding police and possession of drug paraphernalia. Police got a call about a car driving south on Sheridan Road on the road side of the street while being followed by a Great Lakes Police Department officer. Officers reported Udoh refused to stop for police and drove around the central business district in an unsafe manner before pulling into his driveway. His behavior and physical conditions indicated he was under the influence of narcotics, police said. Udoh was arrested again around 4 p.m. on April 25 after officers were called to a two-car crash at Route 41 and Deerpath Road and reported he rear-ended an SUV and had a glass pipe in his pocket and eight individual bags of rock-like substance that tested positive for cocaine. He was charged with possession of a controlled substance and driving under the influence of drugs. Police also issued citations for failure to reduce speed and possession of drug paraphernalia.

Harold L. Willbourn, 30, of the 300 block of Ogden Avenue, Naperville, was arrested on March 25 and charged with five counts of residential burglary in connection with a Feb. 10 incident at Lake Forest College. Read more...

Allen Donovan Garcia, 23, of the first block of East Hawthorne Drive, Round Lake Beach, was arrested around 9 a.m. on April 4 and charged with driving under the influence of alcohol following a traffic stop at Waukegan and Castlegate roads. Police said they got a 911 call about a heavily damaged Jeep swerving all over the road. Police reported Garcia admitted to driving several beers before driving, and his car had a flat tire and a cracked windshield, was missing a bumper and was covered in mud.

Jack W. Faught, 34, of the 600 block of Valley Road, Lake Forest, was arrested around 5:30 a.m. on April 4 and charged with driving under the influence of alcohol after he was found unconscious behind the wheel of a Volkswagen that had crashed into the center media. Officers reported finding a half-empty 1.75 liter bottle of vodka in the driver's seat after waking Faught up. Police said he admitted drinking beer and liquor, and they could smell booze on his breath. He refused to provide blood or urine testing after being taken to the emergency room for evaluation. He was also issued citations for illegal transportation of an open container of alcohol by a driver, improper lane usage and failure to reduce speed to avoid a crash.

Terrance Q. Space, 41, of the 1400 block of South Sawyer Avenue, Chicago, was arrested around 10:15 p.m. on April 20 and charged with driving under the influence of alcohol and driving with a suspended license after officers got a call of a multi-car crash around Route 41 and Route 60 and determined he was at fault and was too impaired to drive. He was also issued a citation for failure to reduce speed to avoid a crash.

Michael F. Roti, 61, of the 700 block of Grandview Avenue, Lake Forest, was arrested shortly after midnight on April 22 and charged with driving under the influence of alcohol after officers noticed a damaged car riding on two flat tires north on Green Bay Road. Roti appeared to be confused and impaired, police said.

Christian M. LaChapelle, 43, of the 300 block of Green Bay Road, Glencoe, was arrested around 9:45 p.m. on May 13 and charged with driving under the influence of alcohol in a church parking lot in the 700 block of North Sheridan Road. Officers found he smelled of alcohol and was showing signs of impairment.
