Erica J. Borggren, director, Illinois Dept. of Veterans' Affairs, presented a proclamation signed by her and Gov. Pat Quinn.
Officials from Montgomery, Aurora and state government saluted Luckinbill who was accompanied by his wife Eva and family members.
