Hegbloom, 55 was found in the 7900 block of Octavia Avenue at 10:30 p.m. on Aug. 11 "laying on the grass with his pants down, performing a sex act," according to a report from the Niles Herald-Spectator. Once the suspect saw the officer, he pulled his pants up and started walking away, according to the report.When ordered to stop, he threatened the officer and punched him in the shoulder before being placed under arrest.
