Antisemitic Instagram Messages Lead To Hate Crime Charge: Northbrook PD

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.

ARRESTS

HARASSING TELEPHONE CALLS

Oleksiy Tsyapalo, of Streamwood, is accused of felony harassment by telephone, felony hate crime, harassment through electronic communication, and was arrested at 2:49 p.m. April 10, in the 3100 block of Dundee Road. Police said Tsyapalo had sent antisemitic messages to the complainant through Instagram last month. A court date of April 14 was assigned.

CHECK FRAUD

Jeremy M. Zavell, of Lake Forest, is accussed of check fraud, and was arrested at 2:40 p.m. April 16, in the 1100 block of Church Street. Police said Zavell had written four checks to a grocery store that were on accounts that were either closed or nonexistent, totaling $365.70. Zavell was identified and charged with deceptive practice. A court date of April 20 was assigned.

INCIDENTS

THEFT

• A resident of the 2500 block of Windsor Lane reported at 12:29 p.m. April 10, that they had ordered a Koolmore Microwave, valued at $765.05, through an online site. When the box arrived, the complainant found only the packing inside and the product was missing. The complainant didn’t know how the microwave was stolen or where.
• A complainant reported at 1:41 p.m. April 11, that someone had stolen $150 and her debit card from her purse while she was walking around the Northbrook library The complainant's purse was on a chair for only a minute while she walked into a book aisle.

THREATENING TELEPHONE MESSAGES

A Waukegan Road resident reported at 2:08 a.m. April 11, receiving several threatening calls and text messages from an unknown person. The complainant said she did not know who sent the messages but was concerned over the harsh language.

PHONE SCAM

A Silverpine Drive resident reported at 1:45 p.m. April 11, that someone had called her on her phone and claimed to be with her bank. The person requested the complainant’s account number and password due to possible fraudulent charges. The complainant provided the information, and the caller was able to lock the complainant out of her accounts and steal $13,341.11.

RETAIL THEFT

• The loss prevention staff at a retail store in the 1400 block of Lake Cook Road reported at 9:56 a.m. April 12, a female had come into the store with a large handbag. She grabbed a Dior handbag and a Balenciaga clutch, both having a total value of $5,187.00. She removed the security cables and walked out of the store without paying for them.
• The manager of a beauty store in the 900 block of Willow Road reported at 1:10 p.m. April 12, three people had walked into the store and placed several items into their jackets and bags. The trio quickly walked out of the store and fled. After reviewing their surveillance footage, the staff realized they had stolen approximately 99 items for sale, valued at $3,478.00.

VANDALISM

The staff of the Northbrook Park District reported at 10:46 a.m. April 13, they had found graffiti on the side of an electrical box at one of their baseball fields. The graffiti was written in black paint marker.
