Loaded Gun Found On Felon's Lap During Stop: Northbrook PD Blotter
The firearm, a Ruger 380 cal., was loaded with nine bullets, according to police.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS
UNLAWFUL USE OF A WEAPON
- Tony V. Ho, of Milwaukee, Wisconsin, is accused of having an expired registration, driving while license suspended, warrants out of Woodford County for unlawful use of a weapon, failure to appear on traffic charges, and was arrested at 3:46 p.m. March 1, in the 1100 block of Willow Road. He was taken to the Cook County Jail to await transfer to Woodford County. The court date of the new charges in Northbrook is March 28.
- Richard Tarolla, of Chicago, is accused of disobeying a red light, unlawful possession of a firearm by a repeat felon, had a parole violation from the Illinois Department of Corrections, and was arrested at 1:04 a.m. March 5, at Dundee and Landwehr roads. After being pulled over for disobeying a red light, police found a firearm resting on Tarolla's lap. During the conversation, the officer learned Tarolla was a convicted felon and should not be in possession of a firearm. The firearm, a Ruger 380 cal., was loaded with nine bullets, according to police. A court date of March 6 was assigned for the Northbrook charges. Since Tarolla was on parole, the Illinois Department of Corrections charged him with a parole violation because he possessed a firearm.

Lorraina N. Medrano, of Chicago, is accused of misdemeanor speeding (80 mph in a 45 mph zone), driving under the influence, failure to carry driver's license, illegal transportation of open alcohol, and was arrested at 1:24 a.m. March 2, at Dundee and Pfingsten roads.
ROAD RAGE

Matthew R. Sturgeon, of Buffalo Grove, is accused of criminal damage to a vehicle/road rage, and was arrested at 3:20 p.m. March 3, at Dundee and Waukegan roads. According to police, while driving down the roadway, the complainant got into an argument with Sturgeon. During the argument, both drivers were yelling at each other with name-calling. When they stopped, Sturgeon walked up to the complainant’s vehicle and punched the side mirror, causing damage to it. Sturgeon said the complainant called him a derogatory ethnic name, which angered him. A court date of April 3 was assigned.
RETAIL THEFT
Edward Booker and David L. Freeman, both of Chicago, are accused of felony retail theft, and were arrested at 11:55 a.m. March 4, in the 1000 block of Waukegan Road. Employees of a retail store at the location said the pair stole five bottles of Veuve Clicquot champagne. Booker reportedly concealed the bottles and walked outside to hide the bottles behind the building. Freeman stayed inside the store. Officers found the stolen bottles of liquor and charged them with felony retail theft. The total value of the stolen bottles was $324.95. Both Booker and Freeman had active arrests warrants in other counties for theft. A court date of March 5 was assigned for the Northbrook charges. .

INCIDENTS
THEFT
- A citizen called police at 2:23 p.m. March 1, to report her son’s bicycle was left at a community center at the bicycle rack, but left unlocked. When he went to go retrieve the bicycle four days later, the bicycle had been stolen. The bicycle was valued at $900.
- A citizen reported at 8:05 p.m. March 4, that while working out at a fitness center in the 4100 block of Dundee Road, someone had broken into his locker and stole his credit card out of his wallet. The person then traveled to a liquor store in Wheeling and charged $3,080.40 on the stolen credit card.
ONLINE SCAM
A Marcee Lane resident reported at 4:29 p.m. March 2, they had met someone online that claimed he could help with her sick husband. The person asked for money, which over the last year, totaled $1,000,000. The person never helped her with any remedies, and the complainant isn’t sure who the person really is. After several months, the complainant realized she had been scammed.
BANK FRAUD
A Suzann Terrace resident called police at 2:50 p.m. March 4, to report someone had illegally gained access to his account and withdrew $2,000. On another transaction, the person made a Zelle payment to themselves totaling $1,800. When the complainant reported the fraud to his bank, the staff did not know how those involved had gained access to the account.
COMMERCIAL BURGLARY
Police responded at 11:10 p.m. March 5, to an eye care center in the 1900 block of Cherry Lane for a burglar alarm. Once the officers arrived at the closed business, they found the rear door had been pried open. The officers found several pairs of glasses were strewn all on the floor and several missing. The manager estimated that $10,000 worth of eye glass frames were stolen.
