Unconscious Driver Charged With DUI, Drugs Found After Stop For 'Improper Lighting': Northbrook Crime Reports

NORTHBROOK, IL — The following information comes from the Northbrook Police Department as a record of incidents reported to the police and a list of those arrested. Criminal charges are often dropped or reduced and represent merely accusations by the state. An arrest is not an indicator of guilt, and all persons named are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

On the evening of Sept. 7, a resident in the 1700 block of Happ reported that someone ripped an American flag at an unknown time.

On the evening of Sept. 12, A resident of the 3100 block of Oliver told police an unidentified man was knocking on her door. The responding officer found people matching the description soliciting without a permit. Both people were informed of the Northbrook ordinance and told police they would gather their fellow employees and cease until a permit was obtained.
DEPARTMENT ASSIST
On the evening of Sept. 13, Northbrook police were called out to assist with an active protest at the Crown Point Plaza Hotel in the 5400 block of North River Road in Rosemont.
DEPARTMENT ASSIST
On the night of Sept. 13, Northbrook police were called out to the area of S. Milwaukee Avenue and Olde Half Day Road in Lincolnshire in response to an active manhunt for three suspects in an armed robbery.
ATTEMPTED RESIDENTIAL BURGLARY
On Sept. 14 at 1:46 p.m., a resident in the 1100 block of Galway reported seeing two men walk away from their backyard and leave in a vehicle. There were later pry marks found on a rear sliding door and a screen removed from a window. Police did not disclose any description of the suspects or vehicle.
ARRESTS
DUI
Betsy P. Colburn, 69, of the 100 block of Apple Tree in Winnetka, was arrested Sept. 7 at 10:37 p.m. near the intersection of Waukegan and Founders and charged with driving under the influence of alcohol with a blood alcohol level above 0.08. She was also issued a citation for improper lane usage. A Northbrook officer on routine patrol saw her car commit a traffic violation in the area, pulled her over and determined she was intoxicated.
SUSPENDED LICENSE
A 22-year-old Chicago man was arrested in the 2700 block of Dundee Road on Sept. 11 at 2:26 p.m. and charged with driving with a suspended license. He was also issued a citation for a suspended registration. which was the reason police pulled him over.
DRUG POSSESSION
Donald J. Duffy, 67, of the 2500 block of North 3689th Road in Sheridan was arrested on Sept. 11 at 8:05 p.m. near Willow Road and the Tri-State Tollway. Police said an officer on routine patrol noticed a vehicle with equipment violations (Duffy was cited for improper lighting.) The officer stopped this vehicle in the area of Willow and the Tri-State. After walking over to the driver, the officer noticed a box in plain view. A search revealed it contained an undisclosed controlled substance. Duffy was accused of possession of controlled substance (less than 15 grams), possession of cannabis (30-100 grams), possession of drug paraphernalia, improper lighting, improper use of headset, no insurance and illegal transportation of alcohol.
WARRANT
Ryan B. Blanton, 27, of the 5400 block of South Ellis in Chicago, was picked up from the Cook County Sheriff's office in Markham on Sept. 12 and transported to the Northbrook Police Department, processed and held awaiting bond court in connection with a felony forgery charge.
DUI
Devin Dougherty, 42, of the 700 block of Greenwood in Glenview was arrested shortly after 6 a.m. on Sept. 14 in the 1900 block of Techny and charged with driving under the influence after police responded to a scene for a call of a one car crash into a light pole. When they arrived, they found an unconscious Dougherty. The Northbrook Fire Department arrived at the scene and transported to the hospital. He was later taken to the Northbrook Police Department and processed and released on bond. He was also issued citations for improper lane usage and failure to wear a seat belt.
