Woman Charged With Stealing Colorado Resident's Identity: Blotter

NORTHBROOK, IL — The following information comes from the Northbrook Police Department as a record of incidents reported to the police and those arrested on criminal charges, which merely represent accusations by the state and are often dropped or reduced. Just because someone is arrested does not mean they are necessarily guilty of anything.
INCIDENTS
CAR BURGLARY
Someone smashed the back window of a car parked at a tennis club in the 1800 block of Janke Drive between 9:30 and 10:40 a.m. on March 16 and stole a purse containing a wallet with various checks and gift cards.

IDENTITY THEFT
A Ridge Drive resident told police on the afternoon of March 17 that someone had made a fraudulent purchase on one of their credit cards and tried to open up several unauthorized accounts in their name out of state.
BURGLARY
A resident of the 2200 block of Castilian Circle reported returning home around 1 p.m. on March 19 and finding that their front door had been left open. It was not immediately known if anything was stolen.

STOLEN CAR FOUND
On the morning of March 20, police got a call about a suspicious car parked in 900 block of Spring Hill that hadn't been moved for several days. Cops checked it out and found it had been reported stolen from Bensonville.
ARRESTS/CITATIONS
Collin I. Franklin, 27, of the 6100 block of South St. Lawrence, Chicago, was arrested for driving under the influence at 6:25 a.m on March 16 near the intersection of Sanders and Dundee roads. Police were called to the area after getting a call about an erratic driver, found a matching vehicle and determined its driver, Franklin, was impaired. He was also ticketed for cannabis possession.
Elvis P. Pemti, 36, of the 0-100 block of Temple Court, Winnetka, was arrested at 2:53 p.m. on March 16 at the Northbrook Court Neiman Marcus after police were told he tried to leave the store without paying for about $850 in merchandise.
A 26-year-old Chicago man was arrested at 5:13 p.m on March 16 near the intersection of Techny Road and Western Avenue and charged with driving while his license was suspended following a traffic stop resulting from complaint about bad driving. He was also issued a citation for improper passing on the shoulder.
Aelipa Chisengalumbwe, 46, of the 800 block of Audobon Way, Lincolnshire, was arrested at 11:10 a.m. on March 19 in the 1400 block of Landwehr Road and charged with identity theft in connection with a report that she had used the personal information of a Colorado resident for tax purposes.
