Charges Filed Against Glencoe Woman For Cruel Treatment of Dogs

Jeanne Harper is charged with six misdemeanors after 35 dogs were found covered in feces last week.

Charges have been filed against a Glencoe woman who owned a home in which 35 dogs were found in horrendous condition last week.

Jeanne Harper, the occupant of 861 Greenwood Avenue - where the dogs were first discovered covered in feces and matted fur on May 13 - faces six misdemeanor charges, three in relation to her duties for companion animals and three others related to cruel treatment, authorities said Monday.

The Glencoe Department of Public Safety first responded on May 13 after receiving a call from the Illinois Department of Aging requesting a well-being check at the Greenwood Avenue residence. According to previous reports, the most recent owner of the home was 65-year-old and witnesses had said she had lived there for years.

In all, 35 dogs found in the residence and transported to local veterinary clinics.

Five were euthanized due to either being too aggressive or in such poor condition. Some dogs have been transferred to Tails of Hope in Highland Park to be prepared for possible adoption.

“At that time, Ms. Harper voluntarily relinquished control and ownership of the dogs directly to an animal adoption center,” according to public safety.

Due to the conditions of the home, Glencoe public safety worked in conjunction with the Village’s health inspector and building and zoning officials. The Village of Northbrook’s animal control staff also helped.
