North Shore Professionals Disciplined By State Regulators
Enforcement actions were taken by the Illinois Department of Financial and Professional Regulation against these North Shore businesspeople.
SPRINGFIELD, IL — State regulators last week released a summary of disciplinary actions taken against people and businesses operating in the state over the past two months, including more than a dozen based on Chicago's North Shore.
Department officials announced all enforcement actions signed in the months of September and October 2019 by Deborah Hagan, secretary of the Illinois Department of Financial and Professional Regulation, also known as IDFPR, and the heads of her department's divisions of banking, professional regulation, financial institutions and real estate.
According to IDFPR, the following North Shore-based business and individuals have been recently disciplined for the reasons listed below:

A Affordable Roofing & Supply, Inc., of Northbrook, was fined $5,000 and had its roofing contractor license reprimanded for aiding and assisting unlicensed roofing contracting.
Christopher Brady, of Highland Park, was ordered to cease and desist practicing unlicensed massage services at Elite Sports Therapy & Wellness, 1200 Old Skokie Valley Road.

David David, of Skokie, had his permanent employee registration, or PERC, card set to "refuse to renew" status after he failed to show up for a disciplinary conference. According to court records and police reports, David was arrested on Jan. 13 and accused of raping a woman at the DoubleTree Hotel in Skokie. He was later indicted on six counts of aggravated criminal sexual assault, two counts of kidnapping and one count of unlawful restraint. After spending several months in jail, he pleaded guilty on July 24 to a reduced charge of aggravated battery in exchange for a sentence of two years probation and credit for time served. PERC cards are required to demonstrate background checks have been conducted on employees in jobs like security officer. David is not required to register on the sex offender registry.
Christopher Davis, of Glencoe, had his physician and surgeon's license suspended for failure to file and/or pay state income tax.
Catherine Deleon, of Northbrook, had the status of her license as a registered nurse changed to "refuse to renew" due to discipline in antother state and her failure to report it.
Nancy Deng, of Lake Forest, was ordered to cease and desist from practicing acupuncture without a license.
David Giurgiu, of Glencoe, had his license as a registered nurse suspended and placed until a chaperone order pending the completion of criminal proceedings where he has been charged with forcible sex crimes against two women at Glenbrook Hospital.
Amy Heinz, of Evanston, had her real estate broker's license suspended for failure to file and/or pay state income taxes.
Julius Lapkus, of Evanston, had his architect license suspended to failure to file and/or pay state income taxes.
Marilou Lozano, of Niles, had her license as a registered nurse placed on two years of reporting probation after being restored from indefinitie suspended following her conviction for a criminal conspiracy to commit health care fraud.
Steve Roemer and Solid Resources LLC, of Northfield, were ordered to pay a $500 civil penalty and to cease and desist from engaging in unlicensed auction activities.
Thao Phung, of Niles, had her cosmetology license suspended to failure to file and/or pay state income taxes.
Martin Winefield, of Evanston, had his license as a real estate broker suspended for failure to file and/or pay state income taxes.
Monika Zubel, of Skokie, had her license as a physical therapist assistant suspended for failure to file and/or pay state income taxes.
