Officers arrived to find a large crowd at the bar’s front door. A man -- later identified as Charles Aloysius Ryan III, 45, of Chesapeake Beach -- was being restrained by three people. Ryan was reportedly shouting profanities at the Irish Channel staff while attempting to fight the staff.

The manager of Irish Channel told police that Ryan did not pay his bill. The manager then confronted Ryan about his tab.

Ryan refused to show identification to police, who said they smelled alcohol on his breath. His speech was also slurred and he had red, glassy eyes, according to police reports.

Ryan was warned he would be arrested if he did not cooperate. Instead, police say, he continued to ignore commands and was arrested for disorderly conduct and failure to obey a reasonable and lawful order. After placing Ryan in handcuffs, he continued to shout profanities.

After Ryan was placed in a police car, he continued to shout profanities, then started kicking an officer. While being taken to the police station, Ryan threatened the officer and made racially disparaging remarks, police say.

Ryan was charged with second-degree assault on law enforcement officer, second-degree assault, disorderly conduct and failure to obey reasonable, lawful order.
