Toddler Killer Identified, Nearly 3 Years Later: Baltimore Police
McKenzie Elliott was murdered in 2014 by a member of the 'Old York Money Gang,' which was pushing drugs in Waverly, police said.

BALTIMORE, MD — A man was arrested in the murder of a 3-year-old Baltimore girl outside her Waverly home in 2014, authorities announced Wednesday morning.
Terrell Plummer, 28, was one of seven people indicted on federal drug charges as part of the "Old York Money Gang," a violent drug trafficking organization selling heroin, cocaine and marijuana in the Waverly area, officials said.
The indictment alleges that Plummer fired at three people over an Old York Money Gang turf war, and in addition to hitting one target in the head, he shot a toddler with a stray bullet.

McKenzie Elliott, 3, had been standing on her porch in the 3600 block of Old York Road when she was killed, caught in the crossfire of the drive-by shooting on Aug. 1, 2014.
"This case rocked not only the Waverly community but the entire city of Baltimore," Police Commissioner Kevin Davis said in a statement Wednesday.

Over the past few years, U.S. Attorney for the District of Maryland Rod Rosenstein said he had received personal calls from Davis for updates on the status of the case, which had become, he called a "top priority." As a result, he said, the charges were satisfying for all involved.
Rosenstein said he would take McKenzie Elliott's portrait with him to Washington, D.C., Wednesday afternoon to remind those in government including the attorney general of the "extraordinary work" from those on the front lines, including the Baltimore Police Department.
Rosenstein is heading for the District after he was confirmed Tuesday evening as the deputy attorney general for the justice department.

The ATF was involved in the investigation for the past year, but authorities would not elaborate on its role. Rosenstein said investigators would talk in court not in front of microphones.
