Armed Standoff Suspect Wounded In Bel Air Police Shooting: Sheriff
William Lee Hawkins, 41, was shot and wounded by Harford County Sheriff's deputies Thursday during a standoff in Bel Air, a report said.
BEL AIR, MD — An armed man who authorities describe as having a mental health crisis was shot by deputies from the Harford County Sheriff’s Office during a standoff. Officials said William Lee Hawkins, 41, was in stable but serious condition Thursday night.
Deputies were called to the 1400 block of Shirley Drive in Bel Air about 2:26 p.m. for a person experiencing a mental health crisis, erratic behavior, and delusions. Officers were told the subject, identified as Hawkins, possessed multiple firearms, the department said.
Officers attempted to contact Hawkins; a perimeter was established around the home; and residents were evacuated. The Harford County Sheriff’s Office Special Response Team, Crisis Negotiations Team, and the Small Unmanned Aircraft Systems Unit all responded.

Deputies at the scene heard gunshots fired inside the residence, the news release said. Negotiators worked with mental health professionals and family members in an attempt to peacefully resolve the barricade. Crisis negotiators talked to Hawkins by phone for nearly an hour.
About 4:33 p.m., Hawkins came out of his residence armed with a handgun, authorities said. As he advanced on deputies, Hawkins refused to comply with commands and surrender. Officers fearing for their safety and the safety of others fired at Hawkins, the department said.

Deputies and Emergency Medical Services rendered aid and Hawkins was airlifted to R. Adams Cowley Shock Trauma Center. He was alert, conscious, and speaking to first responders.
No deputies were injured.
Hawkins is facing charges from multiple firearms violations and reckless endangerment, the sheriff's office said.
The investigation was assumed by detectives from the HCSO Criminal Investigations Division.
Two deputies have been placed on routine administrative leave.
Detectives from CID are continuing the investigation.
Additionally, in accordance with Maryland law and HCSO policy, the Maryland Attorney General’s Independent Investigations Division was contacted and responded. IID investigators determined that no investigation will be conducted by their unit.
