Dog The Bounty Hunter Weighs In On Rachel Morin Murder Suspect: Could Be Military Person

BEL AIR, MD — Reality TV star Dog the Bounty Hunter recently offered some insight about who 37-year-old Rachel Morin's killer might be. The Bel Air mother of five was found naked and "violently assaulted" Aug. 5 after her boyfriend, Richard Tobin, reported her missing when she didn't return from her walk on the trail the night before.

DNA evidence recovered from the Morin crime scene matched DNA found at the scene of a March 2023 home invasion and sexual assault of a girl in Los Angeles, the Harford County Sheriff's Office said during a news conference Aug. 16.

The suspected attacker is described as 20 to 30 years old, about 5'9" tall and weighs 160 pounds, with dark hair and a muscular build.

Duane Chapman, known as Dog the Bounty Hunter, appeared on NewsNation with host Chris Cuomo. He shared some information with viewers based off his analysis of the Ring footage provided to the Harford County Sheriff's Office by the Los Angeles Police Department that showed the suspect in Morin's murder whose DNA also was linked to the sexual assault of a child in that L.A. home.

"The way he left casually. Rapists usually don't get completely undressed and it looks like he did. I see a necklace on his neck, looks like a tight one that he can probably leave on wherever he goes. I'm not sure if that's a G.I. haircut or not. I also see as he walks away that he has something in his hand under his sweater. It's pretty hot everywhere — why have a sweater?" Chapman said.

Chapman noted the suspect appears to have a cell phone in his right hand in the Ring video as he's leaving the L.A. home where his DNA had been linked to the sexual assault of a child.

"With that haircut, he might be military. He also did not run away. Could it be that the first victim knows who he is, may have said, 'I'll come back and kill you if you tell anyone.' What about his car? Did other cameras across the street capture his car? He could've driven by a cell phone tower and everyone who drives by that tower is reported, so what tower did he hit off of?" Chapman said.

Jennifer Coffindaffer, a former FBI agent and NewsNation contributor, said during the broadcast the Ring video indicates the man is “exercising control” over the victim.

“It seems he was able to leave completely nonchalantly and not concerned about anything. I do think it is a good thing he left through that front door. I wonder if perhaps she offered that, knowing she had a Ring camera,” Coffindaffer said. “We know he didn’t enter that way.”

Harford County Sheriff Jeff Gahler told Fox News Digital that the suspect in 37-year-old Morin's murder case could be a serial killer.

"The violence associated with Rachel’s case shows he has absolutely no care, no regard for human life. I believe he will continue to do it until he’s captured," Gahler said. "He may be a serial killer. Serial killers all start somewhere. What he did in Los Angeles was certainly, I believe, in that direction. I believe it was his intention to inflict more serious physical harm."

Metro Crime Stoppers has offered a $2,000 reward for information leading to an arrest. The Harford County Sheriff's Office has added $8,000, bumping the reward up to $10,000.

According to Law & Crime, detectives traveled to Chicago to track leads in the Morin murder case. To date, none of the 500 to 600 tips from the release of the video have led to Morin’s killer.

Gahler told Law & Crime on Friday that they aren't any closer to finding the suspect.

“We’re still asking for the public’s support to share that video, to check out the picture,” Gahler said. “Somebody out there will recognize him and knows who he is. And I regret to say we have no idea where he is. I mean, he could be here in our community.”

According to The Independent, Morin's sister, Rebekah Morin, on Thursday shared a behavioral profile that suggested the killer likely exhibits several psychopathic traits, including lack of empathy, compulsive lying, narcissism and manipulation.

The outline, volunteered by expert criminal profiler Pat Brown, The Independent noted, also suggested that the suspect knows someone in Bel Air, possibly explaining how he was able to live in the tight-knit community without triggering any alarms.

“The suspect would not be accounted for, either at work or home, sometime between 6 p.m. and dusk on Saturday, Aug. 5, 2023, when the attack happened,” the profile read.
