Update: Suspect Identified, Charged In Monday Carjacking

Police identified a suspect in connection with a D.C. shooting incident that started with a Sunday morning carjacking in Bowie, Maryland.

Update Tuesday, May 19, 2 p.m.: WASHINGTON, DC — Detectives from the Metropolitan Police Department's Criminal Investigations Division, agents from the Metropolitan Police Department’s Internal Affairs Bureau, and members of the Federal Bureau of Investigation Washington Field Office are investigating an armed carjacking and officer involved shooting that took place Monday morning in Southeast, according to a police release.

MPD charged Tywan Cummings, 40, of Southeast, with assault on a police officer while armed, unlawful discharge of a firearm, unlawful possession of a firearm, unlawful possession of ammunition, armed carjacking (gun), burglary one, kidnapping, unauthorized use of vehicle, leaving after colliding, destruction of property, attempt to flee law enforcement officer, felon in possession, carrying a dangerous weapon- felony, fugitive from justice, possession of a large capacity ammunition feeding device, and first degree cruelty to children.

MPD officers involved in the apprehension of Cummings have been placed on administrative leave per department policy. In addition, officers from the Maryland jurisdictions involved in the case have also been placed on administrative leave in accordance with the policies of their respective departments.

BOWIE, MD — Police arrested a suspect in connection with a Sunday morning armed carjacking that began in Bowie, according to a post on the Bowie Police Department's Twitter account.

Around 9:41 a.m., BPD officers responded for the report of an accident in the area of Laurel Bowie Road and Annapolis Road. One of the drivers involved in the accident fled on foot and committed a carjacking near a McDonalds. He sped away in a 2011 gray Toyota Highlander, with Maryland tags: 2BK3351.

On Monday, around 1:18 a.m., BPD officers engaged in a vehicle pursuit, which involved a suspect wanted for violent crimes involving the use of a handgun, according to an update from BPD Chief John Nesky on his Twitter account. The crimes occurred in multiple jurisdictions, including the District of Columbia, Prince George’s County, Howard County and two incidents within the City of Bowie.

Officers pursued the suspect into Montgomery County and then into Washington, D.C., where the suspect's vehicle collided with another vehicle and an MPD cruiser at the intersection of Albion Avenue and Pennsylvania Avenue.

"After the collision occurred, the suspect exited the vehicle, at which time he began an exchange of gunfire with MPD members and members of other law enforcement agencies," said Assistant Chief Jeffrey Carroll of the Metropolitan Police Department, during an interview on the scene.

The suspect then fled the scene and entered an occupied house in the 3900 block of Pennsylvania Ave., S.E., and barricaded himself inside.

"The homeowners were able to exit the location and the officers established a perimeter and the emergency response team responded out, and they were able to put the suspect into custody," Carroll said.

P0lice found one firearm inside the residence and one inside the vehicle the suspect had been driving. No injuries were reported.

According to Carroll, MPD believes the suspect is involved in multiple incidents with the region that occurred on Sunday and Monday.

"The suspect was injured as a result of this incident and he has been transported to a local," he said. "He had minor injuries."

Police are not releasing the identity of the suspect at this time.

Carroll said MPD would be linking its investigation with the other jurisdictions involved, looking into the other incidents connected with the suspect.
