UPDATE: PG Police Officer Charged With Murder Of Handcuffed Man

A Prince George's County Police officer faces second-degree murder and other charges in the shooting death of a handcuffed man in custody.

UPDATE (Tuesday, Jan. 27, 7:05 p.m.) A Prince George's County Police officer is facing second-degree murder, manslaughter and weapons-related charges in connection with the Jan. 28 shooting of a handcuffed man in police custody, according to news reports. The charges were announced Tuesday afternoon.

Cpl. Michael Owen has been charged with second-degree murder, manslaughter and weapons charges in the death of William Green, WTOP reports.

Police Chief Hank Stawinski said Tuesday that Green was shot seven times by the officer, WRC TV reports.

FOX reports that the police chief said there is no evidence the victim was high on PCP, as officers first said, and no corroborating evidence there was a struggle in the car before Green was shot.

TEMPLE HILLS, MD — Prince George's County Police are investing the shooting of a suspect in police custody Monday night in Temple Hills, according to news reports.

PGCPD officers responded Jan. 27, around 8 p.m., to the report of a man striking several vehicles, according to WTOP. Officers found the suspect in Temple Hills, on St. Barnabas Road near Winston Street.

Officers reported smelling what the believed to be PCP on the suspect who appeared to be under the influence, spokeswoman Christina Cotterman said Monday night, during a news conference broadcast by WUSA9.

An preliminary investigation revealed that officers handcuffed the man behind his back and then placed him in the front passenger seat of the cruiser with a seat belt on, according to WTOP. Officers then waited for a drug recognition expert to arrive to advise them on what to do next. One of the officers then got into the driver's seat.

Two witnesses told WTOP that a struggled ensued, shots were fired and the suspect had been struck several times by the officer's duty weapon. Lifesaving efforts failed, and the suspect died later at the hospital.

The officer involved in the shooting was not wearing a body-worn camera at the time of the incident. Following PGCPD practice, the officer has been place on administrative leave while the case is being investigating.

The suspect has yet to be identified.

Prince George’s County State’s Attorney Aisha N. Braveboy released the following statement on Tuesday, Jan. 28:

"I cannot speak directly about last night's events because it involves an ongoing investigation. However, we are obtaining information and my office will conduct a thorough and independent investigation. As we have demonstrated in the past, we will seek truth, and will vigorously pursue justice in a way that is fair and responsible. Once we have received all information and completed our own investigation and analysis, I assure you that my office will be transparent and accountable to the public about our findings and how we will move forward."
