Arrest Made In August Shooting Of Columbia Teen: Police

A 17-year-old from Sweet Clover attempted to elude officers who gave chase, apprehending the suspect and arresting him on numerous charges.

COLUMBIA, MD — A 17-year-old suspect believed to be involved in a shooting and armed carjacking this summer in Columbia was apprehended by members of the Howard County Police Department.

NCROs and Pathway Patrol officers located Norman Carter of Sweet Clover exiting a residence and arrested him after a brief foot pursuit and struggle in which Carter assaulted officers. Carter was armed with a loaded handgun that officers recovered after he discarded it during the pursuit, according to a police report.

Carter has been charged as an adult with first- and second-degree assault, reckless endangerment, possession of a firearm and related charges in the Aug. 24 incident. He faces additional weapon violations and assault charges from the September arrest. Carter is being held without bond at the Howard County Detention Center.

During the Aug. 24 incident, Carter was suspected of shooting a 16-year-old male in a home located at the 7400 block of Sweet Clover. The teen was hospitalized because of the injuries.

Carter also was served with a warrant for his criminal indictment in a July 10 robbery and carjacking in the 7200 block of Cradlerock Way where he and two others displayed a handgun and robbed an adult male victim of his cell phone and vehicle. Charges in this case include robbery, second-degree assault, theft and related charges.
