Capitol Raceway Noise

We are still being bothered by blasting noise from the Capitol Raceway on the weekends.  Is there anyone in the community that can come up with a solution for this??  The raceway noise can be clearly heard even when we are in our house with the windows and doors shut, and it lasts many nights until almost midnight. 
Constructive suggestions would be appreciated-- this is driving us bonkers!
