Flood Mitigation Plan Review For Ellicott City Unveiled March 9

The U.S. Army Corps of Engineers reviewed Howard County's flood mitigation plan for Ellicott City. It will present its findings March 9.

ELLICOTT CITY, MD — Residents are invited to attend a public meeting March 9 at 7 p.m. to learn more about the U.S. Army Corps of Engineers review of Howard County's flood mitigation plan for Ellicott City. The meeting will be held at the George Howard Building, 3430 Court House Dr., in the Banneker Room.

The Army Corps performed an independent, interagency, objective review of approximately 60 flood risk management alternatives, comprised of separate flood risk management measures, such as flood diversion tunnels, upstream storage, floodplain modification and culvert improvements.

Howard County launched its master plan process for Ellicott City and its watershed in 2017. The May 2018 flood required county officials to take a second look at its master plan. Ellicott City's topography, hydrology, road network and mill town heritage required a more tailored plan.

Howard County Executive Calvin Ball unveiled a plan that called for leaving less than a foot of water on Main Street in the same scenario and for four buildings to be demolished. The previous administration’s plan left 4.5 feet of water on Main Street during a 100-year level storm and called for 10 buildings to demolished.
