Rollover Death on Route 100 Results in Homicide Charges: Howard County Police

The driver was allegedly impaired by drugs at the time of the crash on MD 100 near Executive Park Drive, police said.

ELLICOTT CITY, MD — A driver whose rollover crash on MD 100 ultimately killed his passenger last May has been indicted on charges including homicide, officials said Friday.

Keith Charles Quigg, 32, of Easterday Court in Hagerstown, was driving a Pontiac G5 that rolled over multiple times at 9:43 a.m. on Tuesday, May 17, on Route 100 west near Executive Park Drive, police said. Quigg was treated at the University of Maryland Shock Trauma Center and released, officials said.

His passenger — Nicole Marie Ashby, 31 — was taken to Howard County General Hospital in critical condition and transferred to shock trauma, where police said she was pronounced deceased the next morning.

Quigg and Ashby were not wearing seatbelts at the time of the crash, police said.

In addition, authorities allege Quigg was under the influence of drugs.

Quigg was indicted in mid December on charges of negligent vehicular manslaughter, criminal negligent vehicular manslaughter, vehicular homicide under the influence, vehicular homicide while impaired, two counts of speeding and two counts of not being restrained.

A warrant was issued for Quigg's arrest, and police said Friday that he was in custody.

A bail review is set for Jan. 3 in Howard County Circuit Court.
