MoCo Teen Charged In Fatal 2025 Pedestrian Collision

A Silver Spring teen who was driving on his learner's permit is being charged as an adult in a fatal 2025 pedestrian collision case.

GAITHERSBURG, MD — A teenager from Silver Spring is being charged as an adult in a case tied to a pedestrian who was hit by a car in September, authorities said.

In a Wednesday release from Montgomery County police, the department identified the teenager as 17-year-old Justin Alvarado, who has been charged with manslaughter by vehicle — gross negligence.

The fatal collision took place last year on Sept. 21 around 9 p.m., near the intersection of University Boulevard West and St. Paul Street.

Police said their findings determined Alvarado was driving a white 2023 Nissan Murano at 76 mph in a 30-mph zone when he struck 16-year-old James Evert Anderson, of Kensington.

Anderson, who had been crossing the westbound lanes of University Boulevard West at the time of the collision, was pronounced dead at the scene.

Alvarado remained at the site and showed no signs of impairment. However, police said Alvarado's speeding showed "grossly negligent" behavior that was "in violation of the restrictions of his Maryland learner’s permit."

A bond hearing for Alvarado was set for Wednesday.
