Arrest Made in Two Crain Highway Rapes: Police

Anne Arundel County Police say methods used in two Glen Burnie rapes were similar. A man has been charged in both attacks.

Police have charged a suspect with multiple counts of rape in two assaults that happened along Crain Highway, the more recent was reported Sept. 11 and an earlier assault took place July 12, 2014.

Evidence from the recent sexual assault that happened behind a Glen Burnie shopping center showed the case is related to an attack a year earlier about two miles away, according to Anne Arundel County Police. In both attacks a man riding a bicycle on Crain Highway talked to the victim, then showed a weapon before assaulting the women, police say.

Around-the-clock surveillance in the area and a review of other cases led police to a person of interest. On Thursday, officers searched the home of Steven Joseph Proctor, 52, from the 7500 block of Ritchie Highway in Glen Burnie. A spokesman said evidence was collected that linked Proctor to the July 2014 and September 2015 sex offenses.

In regards to the July 2014 sex crime, Proctor was charged with first-degree rape, second-degree rape, first-degree sex offense, second-degree sex offense, third-degree sex offense, fourth-degree sex offense, and first-degree assault

Police also charged him with first-degree sex offense, second-degree sex offense, third-degree sex offense, fourth-degree sex offense, and first-degree assault for the Sept. 11 attack.

Proctor is being held at the Anne Arundel County Detention Center on a no-bond status.

The most recent sexual assault happened just after midnight Friday in the 300 block of Hospital Drive in Glen Burnie. The victim told police a man approached her as she was walking, then showed a weapon. After he sexually assaulted the woman, the suspect left the area on a bicycle headed toward Crain Highway.

Investigators say the case is similar to a rape reported July 12, 2014, when a woman was attacked by a man riding a bicycle in the 600 block of Crain Highway. This area is about two miles from the recent attack.
