Question A: Do you approve of the proposed financial plan for the funding of the improvements to the city water plant to increase the water plant capacity, which will result in reduced expenses and generate more income from the water plant operations, under which plan the city shall issue bonds upon the full faith and credit and unlimited taxing power of the city in the face amount of $2.4 million and pay back the indebtedness therefore plus interest at a rate not to exceed 3 percent over a term of 15 years? Vote "Yes" or "No."
Question B: The current plan to fund the renovations of the opera house includes spending $250,000 annually, which will result in the renovations being completed more than eight years from now and likely longer. The city proposes that it issue bonds upon the full faith and credit and unlimited taxing power of the city in the face amount of $2.1 million with an interest rate not to exceed 3 percent with a term of 15 years, which will result in a lower annual outlay by the city and allow for the completion of the renovations of the opera house in one year.
