Two Charged In 2018 Havre de Grace Murder: Police

Police said two men have been charged in the November 2018 murder of a man in Havre de Grace.

HAVRE DE GRACE, MD — Two men have been charged in connection with a murder last fall in Havre de Grace. Jeffrey Mark Coudon, 61, was killed in November 2018, police said.

Coudon was found shot in the 200 block of North Washington Street around 9:30 a.m. on Sunday, Nov. 11, according to authorities. He was taken to the University of Maryland Shock Trauma Center, where police said he died on Wednesday, Nov. 14.

More than five months later, two men were arrested in the case.

Detectives served an Aberdeen man a warrant charging him in Coudon's murder on Thursday, April 18, police said.

Joseph Daniel Parrish, 27, of the 200 block of Schmechel Street in Aberdeen, was charged with the following, according to Havre de Grace police:

  • Second-degree murder
  • Retaliation against a witness
  • Having a handgun on his person
  • Using a firearm in a felony crime
  • Destroying evidence
  • Theft under $1,500
  • Robbery
  • Armed robbery
  • Home invasion

Parrish is being held without bail at the Harford County Detention Center, according to police. Court records show that he has been there since Dec. 14, 2018, after being charged with armed robbery, robbery, second-degree assault and theft less than $100 in connection with an incident on Thursday, Dec. 13, 2018. He is slated to go to trial on June 11 in that case.

A court date has not been set for him in the Coudon murder case.

Police said that another man was also charged as an accessory in Coudon's death.

Robert Lee Zeman III, 32, of the 400 block of South Washington Street, was arrested Tuesday, April 16, and charged with offenses including accessory to murder after the fact, participating in the straw purchase of a regulated firearm and trying to sell a regulated firearm while not being a licensee.

Zeeman is being held without bail and has a preliminary hearing set for May 15 in Harford County District Court.
