Man Sentenced to Prison for Child Porn Production

The Kensington man had more than 50,000 child porn images on his home and work computers, including video of a girl under 12 years old.

KENSINGTON, MD — A Kensington man was sentenced Friday by a federal judge to 17 years in prison for producing child pornography, according to the U.S. Attorney's Office. Steven Edward Baker, 41, of Kensington, must register as a sex offender once he is released from prison.

According to his plea agreement, on July 8, 2015, FBI agents interviewed Baker at his workplace, Action Signs in Vienna, Va. Baker admitted that he had a child pornography collection that he had built over a 10-year period, according to prosecutors.

Investigators found images on electronics at his business and at his home that included 45 images and seven videos produced by Baker of a girl under the age of 12. Baker produced the images and videos, including pictures taken at a park and what appears to be Baker’s home, from January 2008 to July 2013, using two cameras.

Baker's collection included over 50,000 images and 1,000 videos of child pornography that were not produced by Baker, but were downloaded from the internet.

Maryland state records list Baker as a family member on a registration for his wife, Diane Baker’s, child-care facility in their Kensington home. The business operated from 2008 to 2012. She was not charged in the investigation.

The plea agreement includes lifetime supervised release when Baker finishes his prison sentence.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
