Details from Owings Mills, NYPD Shootings Surface

Phone call from Baltimore County to New York, suspect's possible gang tie and more information.

After the commissioner of the New York Police Department said Baltimore County authorities were faxing a “wanted” poster of a man just as he was gunning down two officers in Brooklyn, NY, the police department in Maryland is offering additional details about its investigation.

Detectives were on the trail of Ismaaiyl Abdula Brinsley, 28, in connection with a Saturday morning incident in Owings Mills in which he was suspected of shooting a 29-year-old woman in the abdomen, according to the Baltimore County Police Department.

The victim was Brinsley’s ex-girlfriend, New York Police Commissioner William Bratton said in a press conference broadcast by CNN.

The Greenwich Place apartment complex in Owings Mills delivered letters to tenants Saturday explaining the situation was a “domestic dispute,” The Baltimore Sun reported.

Once he shot her, Brinsley stole the woman’s phone, according to the New York Daily News, which reported he was a member of the Black Guerilla Family. The newspaper said that NYPD was sending detectives to Maryland Saturday night to look into Brinsley’s affiliation with the gang, which has made threats against police recently.

Baltimore County detectives “became aware ... of Instagram posts by the suspect that included threats against police officers” at approximately 1:30 p.m., the Baltimore County Police Department reported.

Detectives began tracking the phone and also “found that the posts indicated the suspect was in Brooklyn, NY,” according to a statement from Baltimore County police.

At approximately 2:10 p.m., Baltimore County police called the 70th precinct in New York to let authorities there know about the threatening Instagram posts and alert them that the phone was pinging in the 70th precinct, the statement said.

Baltimore County police also faxed a “wanted” poster to NYPD with suspect information at 2:10 p.m., according to the statement.

The same information went into a teletype sent to NYPD’s crime center, or data warehouse, at approximately 2:50 p.m., the statement said.

Police Commissioner Bratton said that his two officers were gunned down at 2:47 p.m.

Afterward, Brinsley went to a nearby subway platform and shot himself, according to Bratton.

Baltimore County police said the investigation into the Owings Mills shooting is continuing.
