Pedestrian Killed On I-795 Changing Tire: Police

Police said two cars appeared to be racing one another when one lost control Saturday and hit and killed a man on Interstate 795.

GARRISON, MD — A man was killed changing a tire on Interstate 795 Saturday morning, according to authorities. Police said the crash happened at 9:55 a.m. on Saturday, Feb. 16.

A Toyota Tundra pickup was on the right shoulder of I-795 south near McDonogh Road, where it had become disabled because the right rear right passenger-side tire was flat. Police said a man had been changing the tire when he was hit by a 2015 Honda Civic that lost control and went off-road.

Kennedy Sooklal was taken to Sinai Hospital's Trauma Center, where he was pronounced dead at approximately 10:49 a.m., police reported. Authorities said his wife, Susani Sooklal, was notified on the scene of the collision at approximately 11 a.m.

Just before the crash, witnesses said the Honda had appeared to be involved in a speed contest with a black Honda Accord or Civic, according to officials.

Carlos Daniel Gonzales-Rabines of Windsor Mill had been driving the 2015 Honda Civic when he lost control, went off the road and hit Sooklal, police said.

Gonzales-Rabines was arrested at the scene, while the driver of the unidentified black Honda Accord or Civic left the scene, according to officials.

"The cause of the collision is still under investigation but appears speed related," police said.
