Police Identify 3 Officers Who Fired in Fatal Shooting
A total of 19 shell casings were found in Owings Mills condo, Baltimore County Police Department reported.

Police have identified the three officers involved in the fatal shooting of a man in an Owings Mills condo.
The officers have been placed on administrative leave pending the outcome of the investigation into the June 25 incident.
- Officer Wilkes, six-year veteran of the Baltimore County Police Department
- Officer Besaw, eight-year veteran of the Baltimore County Police Department
- Officer Stargel, five-year veteran of the Baltimore County Police Department
The officers said they fired their guns at Spencer Lee McCain, 41, because they were afraid he had a weapon, according to police.

Police said afterward that a weapon was not found at the location.

Officers responded to the 3000 block of Hunting Ridge Drive in Owings Mills after a woman dialed 911 and said her granddaughter notified her that her parents were fighting, police reported.
“When officers arrived on the scene, they could hear a disturbance inside the home,“ the report stated. Afraid that someone’s life was in danger, they forced their way inside, according to the report.
There was a protective order against McCain, preventing him from going to the residence and having contact with the woman and two children who were there, police reported.
Police had been called to that home 17 times since January 2012, the report said.
Once inside, the officers saw a man “making movements that placed the officers in fear that the male had a weapon and would engage them with that weapon,” according to the report.
The three officers fired their weapons, and 19 shell casings were found at the scene, the report said.
McCain was taken to Sinai trauma center, where he was later pronounced deceased, police reported.
The woman had visible injuries but declined medical transport, according to police.
Police reported the incident will be reviewed to ensure there was compliance with the rules, regulations and policies of the Baltimore County Police Department.
