20-Year-Old Man Arrested, Charged With First-Degree Murder

PERRY HALL, MD ­– Baltimore County police arrested a 20-year-old man and charged him with first-degree murder on Tuesday after he was involved in a targeting shooting in Perry Hall on Monday night.

Sahmir Pasha Tahlib Smokes was arrested and is being held on no bail pending a bail review hearing, Baltimore County police officials announced on Tuesday.

Officers responded to Stillmeadow Rd. near Dunfield Rd. in Perry Hall at 6:30 p.m. Monday and found Nygel Allen-Lee Simmons, 20, with a gunshot wound to the upper body. Officers began life-saying procedures but Simmons was pronounced deceased at the scene, police said in a news release.

An investigation determined that the two men knew each other and had an ongoing dispute, police said Tuesday. Simmons was parked on Stillmeadow Road around 6:30 p.m. when Smokes walked up to the vehicle and shot Simmons.

Smokes fled the scene but was seen leaving the area in a vehicle parked nearby on Arwell Court. Officers quickly located the suspect vehicle and stopped it at South and Baltimore Street in Baltimore.

Smokes, the passenger, was arrested along with the driver, who was later released without charge after detectives determined the driver had no knowledge of the crime.
