Victim's Brother Charged in Tuesday's Rockville Shooting

When two Rockville brothers fought, one reportedly shot the other in both legs. The victim fled to a Montgomery College parking lot.

ROCKVILLE, MD — Rockville Police have charged a Rockville man for shooting his 23-year-old brother during a fight that ended with the victim being driven to Montgomery College.

Police said James Joseph Frederick, 21, is charged with one count of first-degree assault, second-degree assault, reckless endangerment and the use of a firearm in a violent crime.

His brother was found in a parking lot on Montgomery College shortly before 10 a.m. on Tuesday with gunshot wounds in both legs, according to police.

The initial report of a person with a gunshot wound on the college campus had the community buzzing, with officials reassuring the public that the shooting had not happened at the school.

The victim was taken to a local hospital, treated and released. Police said he was not forthcoming with information.

Investigators learned that the victim ran in the center median of Hungerford Drive at Mannakee Street, where he jumped into the roadway and flagged down a passing driver. The victim told the motorist that he had been shot and asked for help. According to police, the motorist had the victim get into his vehicle, dialed 911 and drove onto the Montgomery College campus, believing it would be a safer location.

Investigators from the Rockville City Police Department learned that early Tuesday morning the victim and his brother fought and police said the brother shot the victim with a .22-caliber semi-automatic handgun. Police have recovered the handgun used in the incident.

Frederick is being held at the Montgomery County Detention Center on a $125,000 bond.
