DNA Connects Silver Spring Man To Kidnapping, Rape Case: Police

SILVER SPRING, MD — A Silver Spring man accused of kidnapping and raping a woman in 2017 was arrested on Sunday after DNA evidence linked him to the assault, according to police.

Victor Jamar Killen, 26, was charged with first-degree rape, first-degree assault, and kidnapping, court records revealed.

Montgomery County Police determined that the female victim was sitting in a car on Dec. 22, 2017 when Killen and another suspect wearing masks entered. One suspect pointed a weapon at the woman and covered her eyes.

Authorities said the victim was then driven to an unknown location in Montgomery County, forced out of the car, and raped by Killen. Police believe she may have been raped at an apartment complex.

The victim was then dropped off near a shopping center somewhere in Silver Spring, according to police.

Investigators later recovered DNA and entered into a national law enforcement DNA database. In January of 2019, detectives linked Killen's DNA to the assault and obtained a warrant for his arrest.

On Sunday, authorities learned that Killen was taken into custody by the Maryland Transportation Authority Police.

According to police, he was arrested for the outstanding warrant following a traffic stop at Baltimore Washington International Thurgood Marshall Airport.

Killen was taken to the Central Processing Facility in Rockville, where he is currently being held without bond.

Police say they are working to identify additional suspects.
