Arlington Announces New Town Treasurer, Senior Planner
Meet the two newest additions to town government.

ARLINGTON, MA – The town of Arlington on Monday announced two new hires for the roles of town treasurer and senior planner. Meet the newest members of town government below.

Phyllis Marshall, Town Treasurer
Arlington Town Manager, Adam Chapdelaine, has appointed Phyllis Marshall as Town Treasurer for the Town of Arlington. Ms. Marshall began her appointment on September 13th.

The Town Treasurer provides professional administrative and supervisory work in the daily administration and management of the Town Treasurer’s office, including the custody, disbursement, investment and borrowing of monies, preparation of fiscal reports, collection of taxes and other revenues.
"The Town is pleased to have hired such an experienced and seasoned professional to serve as the Town’s
first appointed Treasurer and Collector of Taxes," Arlington Town Manager Adam Chapdelaine said in a statement. "Phyllis brings a depth of municipal finance experience and local government management experience. The Town is fortunate to have her on board."

Ms. Marshall was selected from a pool of 29 applicants who applied for the position. Members of the selection
team were: Mr. Chapdelaine; Deputy Town Manager Sandy Pooler; Town Treasurer Dean Carman, Select
Board Member Dan Dunn, Chief Financial Officer for Arlington Schools John Danizio and Human Resources Director Caryn Malloy.
"Arlington is a community with a history of being well managed," said Ms. Marshall. "I am proud to join the
Town management team. I look forward to working together with the officials, employees and public."
Ms. Marshall brings over thirty years of public administration experience to Arlington. She has served as the
Assistant Town Administrator for the Town of Belmont, including a 10-month stint as its Interim Town
Administrator. She has served as the Treasurer-Collector in Watertown, and is a member of the
Massachusetts Municipal Managers Association (MMMA) and International City/County Management
Association (ICMA).
She holds Bachelor of Arts from Baker University, Kansas and a Master’s in Public
Administration from the University of Kansas.
Kelly Lynema, Senior Planner

The Arlington Department of Planning and Community Development (DPCD) is pleased to announce that Kelly Lynema began work on October 9, 2018, as the Department’s Senior Planner. As Senior Planner, Ms. Lynema will participate in the implementation of the Arlington Master Plan by advancing the Mill Brook Corridor Study and the Historic Survey Master Plan.
She will serve as a Department liaison to Envision Arlington serving on the Standing Committee and working on updates to Town goals and assisting with the annual Town Survey. She will also conduct research and studies into a range of topics such as land use, housing, and economic development, examining alternatives and making recommendations in these topic areas.
Ms. Lynema comes to the Town of Arlington from Ashkenazy Acquisition Corporation where she assisted in the implementation of the Faneuil Hall Marketplace Master Plan and developed and implemented the annual public realm program for the marketplace. Prior to that, Ms. Lynema was employed as an urban planner for two private sector firms, Utile and NBBJ. Ms. Lynema received her Master’s degree in Urban Planning from Harvard University and her Bachelor’s degree in Sociology from Tufts University.
About Planning and Community Development: The DPCD is committed to improving the quality of life for Arlington's residents by improving access to housing and transportation, enhancing the vitality of business districts, providing opportunities for low- and moderate-income households, and preserving and promoting the town's natural, historic, and cultural resources. The department oversees various planning and community development activities within the town of Arlington including implementation of the Arlington Master Plan.
