
The town has hired a new deputy town manager.
Andrew P. Flanagan, 26, who most recently was Newburyport’s director of policy and administration, rose above a field of 80 applicants, Town Manager Adam Chapdelaine said Wednesday.
“I was extremely impressed by the depth of [Flanagan’s] experience in city and town budgeting,” he said in a statement. “His knowledge and understanding of municipal services will be a great asset to Arlington. I am confident that [he] will provide the highest quality of service to Arlington, and I am pleased he has accepted the appointment.”

Flanagan, who will start May 21, was selected by a team that included: Chapdelaine, Arlington Police Chief Frederick Ryan, former Bedford Finance Director Peter Naum, former Arlington Library Director Maryellen Loud and Arlington Personnel Director Caryn Malloy.
In Newburyport, Flanagan’s responsibilities included the oversight and management of all municipal departments and functions, the management of the $58 million municipal budget, negotiation and management of the collective bargaining process, as well as other projects that focused on improving governmental processes, according to a release from the town.

Prior to his work in Newburyport, Flanagan worked at the Metropolitan Area Planning Council (MAPC) managing the daily operations of the Metro West Office, advocating regionalization of municipal services and providing management support to the region’s cities and town.
Flanagan has a bachelor’s in public administration from Stonehill College and is a member of the Massachusetts Municipal Management Association (MMMA), Massachusetts Government Finance Officer Association and International City/County Managers Association (ICMA).
Arlington’s deputy town manager is responsible for administrative duties including the preparation of operating and capital budgets and the five-year plan, formulation of health insurance policy, collective bargaining, insurance administration, long‑range financial forecasting and performance measurement, and the Financial Plan.
Chapdelaine was Arlington’s most recent deputy town manager.
