Two Arrested on Cocaine Charges, 15 Grams Seized

Both men, one of whom was from Arlington, were also charged with improper possession of ammunition.

ARLINGTON, MA—Arlington police officers arrested two men April 1, 2016, on cocaine possession charges, one of whom was charged with intent to distribute cocaine as well as the improper possession of ammunition.

Police arrested William Rocha, 21, of Arlington, for charges of cocaine possession with the intent to distribute, as well as the improper possession of ammunition. Joseph Aby, 21, of Milton, was charged with possession of cocaine, an additional Class E. substance and the improper possession of ammunition.

Officers reportedly approached a vehicle with its emergency flashers on in the area of Lake Street, and approached the vehicle to check on the operator. Officers discovered Rocha, who allegedly appeared to be incapacitated but woke up when officers knocked on the window of his vehicle, according to a report.

Aby later approached the vehicle with a portable gas tank, and was reported as being uncooperative and belligerent with officers. Officers later observed Rocha throw a clear bag containing a white powdery substance believed to be cocaine on to Lake St, and was immediately placed under arrest.

Officers later searched the vehicle and allegedly found another bag believed to be cocaine, which was attributed to Aby due to the fact that he insisted he was the driver of the vehicle, according to police. Officers also allegedly found a Winchester .380 caliber round in the passenger seat of the vehicle.

When Aby was booked, officers allegedly also discovered white pills in his coat pocket.

"You're the police, you can figure it out," Aby reportedly stated when asked what the pills were.

Officers weighed 14.9 grams of cocaine after the arrest. According to the United Nations Office on Drugs and Crime's most recent drug price data, the cocaine seized has a street value of over $2,500.
