When Munnis initially left his car, he was slow to return to his vehicle when he was asked to do so according to the police report. Later, police said his speech was thick and slurred, along with delayed motor skills.
When talking with police, Munnis struggled to remove his license from his wallet, was slow to respond to police questions, and his eyes were described as, “red and glassy.”
