Open Space Tax Discount Could Add Up

Parcels are few, but some could see a significant tax decrease.

Town Treasurer Tony Logalbo told the selectmen that while there are only a few parcels that would qualify for the Open Space discount, according to state and town criteria, those that wanted to take advantage of the measure could save 25 percent on property taxes.

Logalbo noted that approximately 14 parcels would qualify. The criteria include having a "significant public benefit" as well as substantial acreage.

"Small parcels are of little benefit under one definition," said Logalbo.

But he said parcels that are five acres or more that are "potentially developable" may qualify for the big reduction in property tax.

He said Bedford and Nantucket are the other two towns that allow an Open Space discount.

Concord used the measure from 1982 to 1997, but "the number dwindled," Loganbo said. as land was developed or sold.

"In 1997 the selectmen stopped usig it as part of its tax policy," said Logalbo.

The Board of Assessorssets the criteria and the selectmen set the tax rates up to 25 percent for the Open Space discount, he said.

"It's a mutual responsibility between the two boards," he said.

But Selectman Elise Woodward noted that there has not been much interest in it for some years.

Selectman Greg Howes is the liaison to the Board of Assessors.

"I'm not hearing a lot of enthusiasm for this," said selectmen Chairman Jeff Weiand.
