Kick the can down the road, a ubiquitous phrase in Falmouth politics over the last eight years is not a reference to the game of kick the can. It refers to the practice of kicking a can ahead of oneself while walking along a road. So, metaphorically, the phrase means to defer conclusive action with a short-term solution.

January 5, 2018
Susan Moran, the chairwoman of the Board of Selectman said :
Ms. Moran acknowledged the board has received numerous e-mails regarding the wind turbines. "She encouraged the public to continue sending their comments or questions to the board."

The Board of Selectmen is supposed to be the chief executive and policy-making body of the Town of Falmouth but for years is following the Beacon Hill failed agenda on land-based wind turbines.

The gearbox driven wind turbines are now legally shut down costing up to $100,000.00 a year in maintenance contracts and parasitic electricity as they age. This is a failure of an atmosphere of a good local economy. The turbines were to be a revenue stream but are now only a revenue stream for Beacon Hill law firms.

The long-term financial stability of the wind turbines was originally twenty years but gear driven wind turbines have proved to fail in a much shorter lifespan. Now the Select Board proposes hiring a wind turbine consultant to see if taxpayers will pay several million dollars to take down and move an old gear -box driven Falmouth Wind II. The cost of a new foundation today is more than the original cost of the wind turbine and that does not include more litigation against the new site location. Do you need a consultant to figure that out ?

The Falmouth Select Board has failed professional, quality and accountable service by withholding a warning letter, map,memo and documents that show the turbines should never have been built. For eight year the board has failed community issues and concerns taking the health and property rights of up to 200 residential homeowners for an agenda gone horribly wrong.

What reasons do the Falmouth Select Board have for hiding wind turbine documents from the public today ?

1. In April 2002, the Town Selectmen of Falmouth adopted a resolution to join the International Council on Local Environmental Initiatives (ICLEI) Cities for Climate Protection (CCP) program. This plan did not include taking the health and property rights of members of the community!

2. The Falmouth town attorney, attorneys hired by the town or the town insurer MIIA, Massachusetts Interlocal Insurance Association may have advised the board not to speak about the hidden documents because of litigation. The question here is why did they hide the information in the first place?

3. Past Select Boards, Assistant Town Manager and Manager gambled and hid negative documents from Town Meeting Members and the voting public to achieve a state political agenda. The current board is following the good old boy network of helping to cover up to so-called "mistakes" of the past.

Folks, the Town of Falmouth did not want to file Special Permit 240-166 to build the wind turbines because it required notifying the 200 residents around the wind turbines and a hearing at the Falmouth Zoning Board showing the hidden documentation that is still being hidden today.

These documents are still being hidden from the voting public and general public at large.

1. The year 2005 KEMA Inc map showing excessive decibel noise levels breaking state noise regulations prior to construction of wind turbines.
2. The year 2010 Vestas wind company warning letter that the town had been previously warned the turbines generate 110 decibels of noise
3. The year 2013 memo from the Massachusetts Clean Energy Center acknowledging acoustic noise mistakes prior to the installations.

In 2012 the purpose of the one year long Falmouth Wind Turbine Option Analysis Process (WTOP) at a cost of $136,000.00 was to engage in an open, transparent, and collaborative exploration of the range of options for the long-term future of the town's two wind turbines – Wind I and Wind II. The town withheld negative documents from those meetings with the public and today still keeping the information from the public.

The Falmouth Select Board has proposed hiring a wind turbine consultant with your money to move Falmouth Wind II.

If the Falmouth Select Board will not tell you the truth they certainly are not going to tell a wind turbine consultant the truth.

How long can you kick a can down the road ?

Massachusetts House Speaker Sal DiMasi the father of the Green Communities act went to a federal jail for eight years for corruption.

Senate President Stanley Rosenberg, under mounting pressure from inside and outside of the State House, stepped down as the leader of the Senate. Rosenberg had a top lieutenant former state senator Brian A. Joyce who was charged in a federal indictment with using his Senate office as a front to collect about $1 million in bribes and kickbacks on renewable energy contracts.
