The state of Massachusetts loves the Town of Falmouth and gave them one million in advance to buy the first town-owned wind turbine. This is the definition of taken to the cleaners.
A Ponzi scheme is an investment fraud that pays existing investors with funds collected from new investors. Your tax dollars are being used to buy,sell the turbines, do studies, hire law firms, get grants & loans, this whole fiasco is being paid for by the taxpayers over and over again costing more every time they hire some one else! Now they are moving the turbines?

# UPDATE 11/24/2019 -- In order to move Falmouth Wind II they have to build a road 1/2 mile long with underground utilities & build a building to store Falmouth Wind I blades that weigh 7 tons!
Falmouth taxpayers were led to believe the turbines were a gold mine with a revenue stream lasting forever. The state said you're an early investor and its the next big thing. Falmouth residents were told that they had to hurry to get the turbines, it's a fail-safe return on your investment. So why not hand over tens of millions to buy the turbines? After all, the state agency just gave us a million bucks.

This was the beginning of a Ponzi scheme that taxpayers still do not get!
Unfortunately for Falmouth taxpayers, not all financial schemes look the same, which makes it hard to spot one when you're victimized.
Prior to the installations of the Falmouth wind turbines studies, emails, letters, and memos all showed any type of megawatt wind turbine was a safety and health hazard to the population around the turbines. General Electric refused to place one turbine in Falmouth because of residential setbacks.
Since the evolution of time, scammers have adapted to come up with clever schemes to con taxpayer or others out of their life savings. The wind turbine industry has attorneys and engineering firms that produce studies and legal advice but leave out negative information by omission. They always get paid twice. Once to put the turbines in and then in court after they make too much noise or shadow flicker or both. This is all based on a classic formula applied in a way to deceive unsuspecting taxpayers.
The Falmouth wind turbine scheme has been in operation since the first wind turbine study in 2005 which showed any megawatt turbine was too large for any location in Falmouth. The Falmouth wind turbine story is a long-running Ponzi scheme that won't get reported by the news media as they were taken in and embarrassed by the Green Energy scam. The father of the Green Energy legislation in Massachusetts was ex-Speaker of the House Sal DiMasi who was sentenced to eight years in a federal prison.
Falmouth Town Meeting Members were voting up to $260,000.00 every six months for ongoing wind turbine studies and Boston law firms to only in the end lose almost every single lawsuit in court. The only ones making money are the attorneys and engineering consultant firms.

Falmouth taxpayers are in a contest with the Bernard Madoff, Ponzi scheme that conned investors from all walks of life. Do taxpayers have to ask why is the scheme so effective? Because the Falmouth Select Board is proposing moving Falmouth Wind II to a new location on the same property even after losing in court multiple times.

The wind turbine is a 110 decibel Vestas V-82 type 1.65 megawatt wind turbine that even the wind industry knows needs almost 3000 feet for safety and noise setbacks.
When it becomes hard to recruit new investors(taxpayer funds), or when large numbers of existing investors cash out (lawsuits ended), these schemes tend to collapse so its time to move the Falmouth Wind II turbine.
An engineering firm already proposed to the Falmouth Select Board on October 15, 2018, the new location using old data from the first installations ignoring the simple fact the town-owned turbine produces 110 decibels of noise as warned prior to construction.The turbines have been determined a nuisance by the courts and an acoustic expert determined one Vestas turbine needs a setback of 2923 feet.
The end result now is even larger legal action. A class action litigation case by up to 200 residential homeowners against the town for the next five years with the town losing again.
The Falmouth Select Board doesn't care its not their money and all the engineering consultant firms and law firms get paid again and again.
How much longer before the Jill and Joe taxpayers in Falmouth figure this out?
