Falmouth Wind Turbine II Video - SRF Loan Executed 2/1/2010 - Where Is Grant Money ?

First the September 12, 2012, WTOP-CBI, Falmouth Wind Turbine Option Analysis Process (WTOP)-Consensus Building Institute (CBI) video over whether the ARRA, stimulus fund was a loan or a grant was "lost " and never shown on local Falmouth Community television.

The lost September 12, 2012, video at the end had questions over whether the $ $ 4,865,000.00 for Falmouth Wind II was a loan or a grant.

Falmouth residents have never been told that out of 20 plus videos of the WTOP-CBI meetings this September 12, 2012 video remains " lost. "

"A participant asked Julian Suso, Town Manager, about the status of the Wind 2 grant at the September 12, 2012 WTOP-CBI meeting . Julian stated that the Town doesn’t have a clear answer. He explained that there are a series of possibilities, none of which is definitive."

February 1, 2010, Town of Falmouth after the June 2009 Special Town Meeting accepted a Massachusetts Clean Water State Revolving Fund loan of $ 4,865,000.00 at zero percent with a debt forgiveness of $ 4, 865, 000.00 for Falmouth Wind II.

The State Revolving Fund is a low-interest loan program that helps make major investments in water infrastructure facilities affordable for municipalities, public water suppliers, and regional water and wastewater districts.

The Clean Water State Revolving Fund loan number is 3297 and designated as loans DWSG -09-31 and CWSG-09-36
On February 23, 2010 the Massachusetts Water Pollution Abatement Trust sent the Town of Falmouth the loan agreement

CHAIRMAN ANDERSON: Mr. Moderator, I move that the Town vote to appropriate the sum of $5 million for the purpose of designing and installing wind or solar powered photovoltaic energy facilities at the Wastewater Treatment Facility or at the Long Pond Pumping Station, or at either or both of them, and further that the Town Treasurer, with the approval of the Board of Selectmen, is authorized to borrow said sum under the provisions of General Law Chapter 44, paragraph 7, sub 3b, or any other enabling authority, including borrowing from the commonwealth's Water Pollution Abatement Trust, the so-called state Revolving Fund, and to issue bonds and notes of the Town therefore, and further to authorize the Board of Selectmen to enter into any agreements and to execute any and all documents it deems advantageous on behalf of the Town for partial or full reimbursement of the costs associated therewith, or forgiveness of indebtedness incurred, therefore, and to apply for and accept grants under the American Recovery and Reinvestment Act of 2009, said sums to be expended under the jurisdiction of the Board of Selectmen for the purposes of Article 2.
