Falmouth Wind Turbine Removal A Convoluted Cottage Industry

Town Meeting November 2019 Will Be Asked More Cash For Wind Turbines: Engineering, Legal Fees, Maintenace, and Loan Interest Pile Up

In January of 2019, the Falmouth Select Board voted not to operate either of the Vestas V-82 megawatt wind turbines. Wind 1 or Wind 2 in Falmouth are both generate up to 110 decibels each. The town had written warning prior to construction the noise of the turbines would affect up to 200 residential homes. The Massachusetts courts in multiple rulings June of 2017 two years ago: the turbines are a nuisance and shut them down.

The Select Board this January unanimously voted to direct Town Manager and Town Counsel to prepare three requests for proposals (RFPs). The Town Manager stated that an RFP request for proposal would be ready by the middle of July 2019.

In September a week ago it was announced the town still has no request for proposal and has changed to issue an RFQ, request for qualifications? The town will issue the RFQ by October 15, 2019?

Yesterday it was announced Town Meeting on November 12, 2019, at the Lawrence School will be asked for more money for the wind turbines in an article to be voted on. Town Meeting Members always vote for more money as circus owner P. T. Barnum said "There's a sucker born every minute."

The Town of Falmouth has created a new cottage industry taking down two Vestas 1.65-megawatt wind turbines. - The Falmouth wind turbine cottage industry has become a small-scale, decentralized business operated out of town hall rather than following the town zoning bylaws.

Believe it or not, the Town of Falmouth is still employing the same engineering firm that helped install the 110-decibel wind turbines and the town is still outsourcing legal help to the same Beacon Hill law firms for almost ten years!

First, an RFLOI, request for a letter of interest then an RFQ, request for qualifications and hopefully finally an RFP request for proposal? This sounds more like the comedy routine, "Who's on First?", made famous by Abbott and Costello!

The wind turbines have become a social program to forever fund an engineering firm, Boston law firms, ongoing maintenance of turbines, parasitic electricity going into the turbines, insurance, loan debt/interest and future lawsuits from the neighbors for ignoring zoning regulations to take down the turbines.

The Town Manager is quoted recently as saying "No matter what we do, the turbines will need to be dismantled and removed from the current site."
