Falmouth Wind Turbines Created Pioneer Criminals
Bulletin: Call Gov. Charles Baker (617) 725-4005 Ask AG Maura Healey Look Into Financing Falmouth Wind Turbine II Using Federal ARRA Funds.

Wind Turbines Were Not Installed With Good Intentions. They Took Health, Property & Finances- "State Admits: They Screwed Up" Plus News Media Fake News Over Wind Turbines
On February 6, 2019, at a Congressional hearing in Washington DC questions were raised to Massachusetts Governor Charlie Baker over the ten million dollar Falmouth wind turbine health and financial fiasco. Neighbors around the turbines for years described the turbines as torture.
The second Falmouth wind turbine,Falmouth Wind II, illegally received federal funds through the ARRA, American Recovery and Reinvestment Act of 2009. These federal funds cannot be used if they create a substantial and specific danger to public health or safety related to the implementation or use of ARRA recovery funds.

Governor Charlie Baker, when pressed by Congressman McClintock of California, admitted to Congress when asked about noise, shadow flicker and declined property values in Falmouth the "state screwed up."
The Falmouth Select Board last month voted to take down the two town-owned wind turbines admitting in a major Boston newspaper they had made multiple mistakes and failed to file permits. More recently the board claimed the "encouragement" from the state and federal government made local politicians "pioneers" installing the torturous wind turbines.

The Falmouth Select Board is calling these people "Pioneers?"
The real question is were they, pioneers or criminals?
The turbines, two foreign-made Vestas 110 decibel turbines were installed between 2010 and 2012.
The town had documentation from a 2005 KEMA Inc study the turbines would break state noise laws and they needed a Special Permit. The town installed the first turbine Falmouth Wind I ignoring the study and took the health and property rights of those living around the turbines.
This was not a failure of due diligence this was a criminal act.
Prior to the installation of Falmouth Wind I the dangers were known. General Electric a domestic wind turbine company refused to place one wind turbine due to residential setbacks. The town never told federal officials GE refused to build a wind turbine in a federal EPA waiver to buy a foreign wind turbine. This is lying by omission.
Three major issues continue to plague the Town of Falmouth:
A. Guilty- The town attorney and the current Select Board has never released the Vestas wind turbine company emails and a letter from prior to August 3, 2010. The letter shows the turbines should never have been installed."The Town has previously been provided with the Octave Band Data / Sound performance for the V82 turbine. This shows that the turbine normally operates at 103.2dB but the manufacturer has also stated that it may produce up to 110dB under certain circumstances."
B. Guilty- The town attorney and the current Select Board has never explained in the past eight years if the federal funds from the American Recovery and Reinvestment Act of 2009 to build Falmouth Wind II the second turbine was a loan or a grant.
In a rare Summer Special Town Meeting in June of 2009, the Town Meeting Members were told the money for the second wind turbine, Falmouth Wind II, was the stimulus money you heard so much about. The vote for Article 2, ARRA stimulus funds, at that meeting was on a blue piece of paper in which was left in a pile outside that Town Meeting. Town Meeting Members were left confused only to believe what they were told in the verbal presentation. They thought the money was a free federal grant.
Article 2 , ARRA stimulus funds, was scratched from the original Town Meeting format and switched to the blue piece of paper door handout which had writing on both sides. This was very similar to Three-card monte which is not a card game or a game of chance. It is not about a player's luck or ability. If the dealer decides you should win, you will win. In this case, the town taxpayers lost. They got conned aka deceived.
The ARRA question over whether the money for Falmouth Wind II was a loan or a grant became more bizarre on September 12, 2012. The Falmouth Wind Turbine Options Analysis Process (WTOP) was held by the Consensus Building Institute question over the ARRA funds was to be shown on Falmouth local community TV. The video was "lost." Give me a break!
Falmouth officials are today hiding the Project Regulatory Agreement brokered by the Massachusetts Department of Environmental Protection between the Town of Falmouth and the Massachusetts Clean Water Trust using federal ARRA stimulus funds to build Falmouth Wind II.
They knew these federal funds could not be used to build Falmouth Wind II as that creates a substantial and specific danger to public health or safety related to the implementation or use of ARRA recovery funds.
C. Guilty-The news media admits "mistakes" were made building the Falmouth wind turbines. The Editors of the newspapers lack character and integrity and helped perpetuate the entire wind turbine health and the financial hoax on the citizens of Falmouth and twenty other Massachusetts communities.
Granted the freedom of public media professionals, editors, to make editorial decisions without undue influence is essential. We all agree the news media through editorials has the right to free speech and freedom of the press.
The news media has created and reinforced distrust through rigorous, lack of voluntary standards for the integrity of reports and organizational governance.
The news media and the Editors are guilty of lying by omission for at least the past eight years over the wind turbines.
The so-called standards of integrity applied to report news about the wind turbines even today is only to report positive news stories over wind turbines while leaving out forty years of research showing these turbines cause health issues.
It's the time for all these "pioneers" who include politicians and so-called journalist to step up to the plate and admit they all knew the turbines were a health fiasco five years before that were installed but decided to lie to the public by omission.
