Falmouth wind turbines dirty little secret is for years the town has hidden and omitted negative information about the wind turbines. Each time over the past ten years that the town got caught the standard answer has been it was a "mistake."

1. One GE wind turbine would break state noise regulations: "mistake" town failed to look at the 2005 KEMA map showing a single General Electric megawatt turbine too loud.

Falmouth Board of Health Meeting June 2012 in which 63 people testified as some respondents or spoke for family members about wind turbine noise health issues: "mistake" town took no action because they already had 2010 noise 110-decibel chest pounding warnings from Vestas. They knew the problems before construction.
10. The Falmouth Board of Health requests that the MassDEP conduct a health assessment of this situation: "mistake" not one individual was interviewed or examined by any state agency.
The Massachusetts Department of Environmental Protection took no action because they brokered a loan agreement between the Town of Falmouth and the Massachusetts Clean Water Trust using State Reserve Funds.
The SRF, State Reserve Funds were from the federal ARRA American Recovery and Reinvestment Act of 2009 stimulus funds. Massachusetts Department of Environmental Protection required that Falmouth Wind II remain an energy efficient project under the ARRA federal regulations.
Massachusetts Department of Environmental Protection had to ignore the health complaints of the citizens of Falmouth because the MassDEP agreed with federal laws to keep the Falmouth Wind II operation despite health concerns. (energy efficient clause)
Regulatory capture is a form of government failure which occurs when a regulatory agency, MassDEP, created to act in the public interest, instead advances the commercial or political concerns of special interest groups that in this case dominated the wind turbine industry.
The MassDEP put turbine production ahead of the health and safety of wind turbine victims all over Massachusetts.
MassDEP agreed to a Project Regulatory Agreement, PRA, over ARRA American Recovery and Reinvestment Act of 2009 stimulus funds. The ARRA federal regulations clearly state:
These ARRA federal funds can not be used if they "create a substantial and specific danger to public health and safety."
Folks, in 2006 the Massachusetts Technology Collaborative today the Massachusetts Clean Energy Center the original owners of the town-owned Vestas V-82 turbines warned other Massachusetts residents of two distinct types of noise from the wind turbines regulatory measured in decibels and human annoyance aka low frequency, infrasound: mistake they left the warnings out of the Falmouth wind turbine feasibility studies ?
The biggest "mistake" of all: Misuse of ARRA federal funds. This is why town officials and state officials ignored Falmouth health for over eight years.
