Goldberg Congressional Run Leaves 5M Turbine Loan Blown Away

Massachusetts Clean Water Trust lent Town of Falmouth 5 million from the State Revolving Fund (SRF) using federal ARRA stimulus funds

Deborah B. Goldberg has been the Massachusetts State Treasurer and Receiver General since 2015. In that role, she is responsible for the state’s cash and debt management and the Massachusetts Clean Water Trust.

In June of 2017, the Massachusetts courts shut down both Falmouth town-owned wind turbines. The Massachusetts Clean Water Trust lent the Town of Falmouth 5 million from the State Revolving Fund (SRF) for the town second wind turbine Falmouth Wind II. The Massachusetts Department of Environmental Protection brokered the grant/loan deal between the Mass Clean Water Trust and the Town of Falmouth.

The loan agreement states if Falmouth Wind II stops production which it did in June of 2017 the town owes the 5 million-plus interest. The turbine has been shut down for over two years.

Deb Goldberg should explain what actions have been taken by her office to collect the debt on Falmouth Wind II turbine.

The state used federal American Recovery and Reinvestment Act of 2009 funds to finance the Falmouth turbine which should never have been used as the funds created "a substantial and specific danger to public health or safety related to the implementation or use of covered funds.".

Democratic Treasurer Deborah Goldberg is contemplating a run for Congress should incumbent U.S. Rep. Joseph Kennedy III decide to challenge U.S. Sen. Edward Markey in 2020. Kennedy announced September 21, 2019, he will challenge Senator Markey.

Treasurer Goldberg would take over the 4th District Congressional seat which has been held by Barney Frank and now Kennedy.

There are no minutes of meetings at the Massachusetts Clean Water Trust over any kind of negotiations over the Falmouth Wind II loan.
