Senator Elizabeth Warren (D) Unveiled Plans To Root Out Corruption In Washington, What About Her Own State ARRA Wind Turbine Corruption?

Massachusetts is by far the most corrupt state in the nation. The last three Speakers of the House of Representatives left over some kind of corruption. One wind turbine advocate and father of the Green Communities Act, House Speaker Sal DiMasi went to federal prison for corruption. The last President of the Senate abrogated his leadership responsibilities and resigned. Right after the Senate President resigned his main Lieutenant another wind turbine advocate Senator faced indictment on 113 federal counts racketeering, extortion, fraud, and money laundering. He recently died of a drug overdose.

The Town of Falmouth Massachusetts prior to 2010 had a study done by KEMA Inc that showed through maps and documents that any type of commercial megawatt wind turbine would break state noise regulations. General Electric a domestic wind turbine company refused to build a single wind turbine in town due to residential setbacks and ice throw to a nearby highway. Safety and health was the priority for GE.

The Town of Falmouth then went forward installing two foreign-made Vestas megawatt wind turbines Falmouth Wind I and Falmouth Wind II each twice as loud as the General Electric wind turbine.

Vestas wind turbine company warned the town prior to the installations the turbines generate 110 decibels of noise and then in writing on August 3, 2010, prior to the installation of the second wind turbine Falmouth Wind II

The Massachusetts Department of Environmental Protection brokered a deal between the Massachusetts Clean Water Trust and the Town of Falmouth to use funds from the American Recovery and Reinvestment Act of 2009. ARRA funds cannot be used if they cause substantial and specific danger to public health or safety related to the implementation or use of covered funds.

They used the ARRA money to what the neighbors describe the noise as torture.

The choice was made to hide the Vestas August 3, 2010 warning the turbines generate 110 decibels of noise to get the ARRA funds. The letter released through an FOIA request in 2013 remains hidden from the general public. The town had filed a federal EPA waiver to use ARRA funds for a foreign made turbine saying no domestic turbine was available and in addition failed to file Special Permit 240-166 as stated in the waiver.

Since the turbines began to spin in 2010 the neighbors complained of headaches, nausea, and lack of sleep.

In June of 2012, the Falmouth Board of Health heard from 63 people. Of those 47 people reported health effects from the turbines. 41, or about 85% reported sleep disturbance, 25 reported stress, 21 reported mental health problems, 2 reported suicide attempt or ideation.

Between 2012 and 2013 the Wind Turbine Options Analysis Process- Consensus Building Institute held meetings at a cost of $140,000.00 over the wind turbine noise. The purpose of the 26 Falmouth Wind Turbine Option Analysis Process (WTOP) meetings was to engage in an open, transparent, and collaborative exploration of the range of options for the long-term future of the Town's two Wind Turbines – Wind I and Wind II.

Select Board Member Doug Jones was the town liaison to 2012 WTOP-CBI (Wind Turbine Options Analysis Process- Consensus Building Institute): For some reason, he sat through 1 year of meetings never told anyone town had Vestas 110 decibel noise warning from August 2010

In June of 2017, the Massachusetts Court System shut down the nuisance wind turbines.

The Town of Falmouth plans to move Falmouth Wind II and the ARRA grant/loan that should never be allowed.

Falmouth Select Board Member Doug Jones brought up the 5 million dollars loan/grant at the town wind turbine meeting October 15, 2018. You can see his comment 38 minutes into the video: Select Board Member Doug Jones; "Second point to make is if we relocate Wind II the likelihood that our 5 million dollar grant stays as a grant is very high as opposed to it turning into a loan that we have to repay. So there is also that additional 5 million dollars that do enter into the calculations of what we do with Wind II."

Note # Both the past and present Massachusetts Attorney General the chief lawyer and law enforcement officer combating fraud, corruption and protecting civil rights have never looked into the wind turbine health and property fiasco in as many as twenty-one Massachusetts communities.

According to the FBI the ARRA does include oversight and reporting requirements.Investigations have shown that much of the crime is likely to occur among those who have minimal or no reporting requirements and limited oversight—that amount of money may prove too tempting for some local politicians.
