Senate Presidents seeks ethics inquiry of Brian Joyce

In September of 2007 Massachusetts Senator Brian Joyce contacted former Governor Deval Patrick to place a commercial megawatt wind turbine on Great Blue Hill in Milton. Both Senator Brian Joyce and Patrick are neighbors both living in Milton.

Massachusetts State Senator Brian A. Joyce represents the Norfolk,Bristol and Plymouth district. The districts include Avon, Braintree, Canton, East Bridgewater, Easton, Milton, Randolph, Sharon, Stoughton and West Bridgewater.

The Senator Joyce states Massachusetts should be a global leader for clean energy technology. Commercial megawatt wind turbines appear to be his choice of weapons on the all out war on fossil fuels.

State Senator Brian Joyce a Milton Democrat has agreed today to cooperate with a state ethics investigation that he used his office to benefit clients of his law firm.

How much of the ethics investigation will include commercial megawatt wind turbines ? You be the judge.

The Town of Milton recently proposed another one or two megawatt wind turbines at Granite Links Golf Club. KEMA Inc prepared the commercial wind feasibility study for the town. In that report they acknowledge specifically : Senator Brian Joyce

The Milton commercial wind turbine project ended in massive litigation and was never built. By Falmouth standards they are lucky it wasn’t built.

Massachusetts has a failed financial fiasco when it come to the state commercial wind turbine renewable energy goal of 2000 megawatts of renewable energy by the year 2020. The state has only installed around 107 megawatts of commercial wind because of litigation over the poor placement of megawatt turbines in residential communities. In 2014 no commercial megawatt turbines were installed.

KEMA ECOLOGY AND ENVIRONMENT, INC prepared a report in April of 2005 called the Falmouth Community Wind Project Site Screening Report. The report was dated April 19,2005. The report stated the Town of Falmouth was required to get a special permit to build its wind turbines. The Town of Falmouth never used the special permit bylaw 240-166. Falmouth, Massachusetts is ground zero for poorly placed wind turbines in the United States.

In 2011 Senator Brian A. Joyce was appointed by Senate President Therese Murray to several leadership positions in the Massachusetts Senate, including Chairman of the Committee on Bonding. Former Secretary of Energy and Environmental Affairs Richard Sullivan testified before the House Bonding Committee, chaired by New Bedford Democrat Rep.Antonio Cabral that he was “absolutely convinced that New Bedford will be the primary staging port for Cape Wind”

Cape Wind never had a permit from the Bureau of Ocean Energy Management to build and construct commercial wind turbines in New Bedford . Quonset Point , Rhode Island had already been built and federally permitted by the Bureau of Ocean Energy Management.

Massachusetts State Senator Brian A. Joyce is close to officials at Energi and friends with chief executive Brian McCarthy . The company provides property and other types of insurance to companies in the energy industry across the United States and Canada, has assigned dozens of cases to Joyce’s firm, court records show.

Joyce’s firm defended energy companies insured by Energi, and Joyce’s website shows that he has hired numerous attorneys in the last three years who specialize in “insurance defense.”

The ethics division has to determine if Massachusetts Senator Brian Joyce repeatedly went to bat for Energi as the company’s attorney without revealing it to the public.

Government agencies have admitted siting mistakes while the news media has been placed in an embarrassing position after reporting press releases from former Governor Patrick as if it was real news.

The question now whether those who ordered the wind turbines into residential neighborhoods will be held accountable.

Falmouth residents have described the wind turbine noise as torture. The town had received a letter from Vestas Wind Company dated August 3, 2010 that states that state and local officials had always known the wind turbines exceed state noise standards.

Massachusetts conducted a wind noise study in 2012 . The Panel merely reviewed literature and public media sources and met only three times.

In July of 2008 Massachusetts House Speaker Salvatore DiMasi was the architect of Green Communities Act. Today the former House Speaker is serving an eight year federal sentence and has throat and tongue cancer.

The last three Speakers of the House of Representatives in Massachusetts, from left, Salvatore DiMasi, Thomas Finneran and Charles Flaherty, have all been convicted of felonies.
